Budget Operations and Contract Monitoring Analyst
Working Title: Budget Analyst
The Budget Unit processes a high and growing volume of journal vouchers, contract authorizations, and budget revisions across state and federal funding sources.

Key Responsibilities
• Prepare, review, and process journal vouchers so that expenditures and corrections are recorded accurately across the appropriate funding sources.
• Monitor contract spend against authorized budgets and produce regular reports on contract utilization, variances, and projected spend.
• Track fund utilization across state and federal sources and confirm that spending remains aligned with appropriated and certified amounts.
• Prepare and process budget revisions to the appropriation and certified budget, with clear documentation and an audit trail for each revision.
• Support reconciliation and respond to questions from program and finance staff on contract and budget matters
Qualifications
• Experience in budget analysis, accounting, or financial reporting, preferably in a government or healthcare finance setting.
• Familiarity with journal voucher processing, fund accounting, and budget revision procedures.
• Strong attention to detail and the ability to manage a high volume of transactions accurately.
• Proficiency with spreadsheets and financial systems, with the ability to produce clear reports for leadership.
• Ability to work independently and meet recurring deadlines.
