Duration: 3-5 years
The candidate may be required to work on-site or remotely on specific days as determined by MHBE.

Minimum Qualifications:
A minimum of seven (7) years of experience in an enterprise IT environment supporting computer hardware, software, and/or enterprise applications at an expert level.
A minimum of five (5) years of experience working with Microsoft Enterprise Services.
A minimum of five (5) years of experience managing Active Directory.
A minimum of five (5) years of experience managing Cisco IOS and related devices such as routers, switches, and ASA or third-generation firewalls.
Experience with Security Configuration Baselines.
A minimum of two (2) years of experience deploying into the cloud environments such as AWS or Azure.
Demonstrated ability to effectively set milestones, meet deadlines, and work independently under tight deadlines with little room for error.

Preferred Qualifications:
A minimum of ten (10) years of experience architecting large-scale enterprise IT solutions.
A minimum of seven (7) years of experience as a Network Engineer, Security Analyst, Security Administrator, and/or Network Desktop Specialist.
A minimum of five (5) years of experience architecting enterprise IT infrastructure for state-based marketplaces, federal health exchange, or in the health and human services domain.
A minimum of five (5) years of experience in performing Infrastructure administration and management-related functions.
A minimum of five (5) years of experience implementing Cisco VPN or other VPN solutions.
A minimum of two (2) years of MacBook Active Directory Integration and Management.
A minimum of five (5) years of experience in network administration and management.
A minimum of two (2) years of experience implementing Cisco VPN or other VPN solutions
A minimum of three (3) years of experience managing Enterprise Networks.
Possess MCSE (Microsoft Certified Systems Engineer) Certification.
Absolute / Computrace Certification and/or experience.
Possess CCNP (Cisco Certified Network Professional) or CCNA (Cisco Certified Network Associate) certification.
Microsoft 365 Certified.
Microsoft Certified Azure Fundamentals.
Experience working with Project Management Office (PMO) processes, policies, and procedures.

Scope of Work:
The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE administers Maryland Health Connection (MHC), the state’s health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost-sharing reductions (CSR), and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP).

Job Description:
Duties/Responsibilities:
Provide technical expertise in computer systems and general network and infrastructure administration skills to architect, perform and maintain hardware/software configuration management, system testing, software upgrades, troubleshooting, and delivering quality end-user support.
Maintain MHBE Active Directory Servers and Services, including but not limited to Domain, Tree and Forest, DNS, DHCP, Trusts, SSL Certificates, Patches, Domain Controller, Certificate Server, Objects, Group Policy Objects, etc.
Maintain MHBE Azure Domain Integration, including but not limited to Office 365 and Single Sign-On with SailPoint Identity System, FIM (Federated Identity Management ) (maryland.gov email).
Perform Microsoft and Third-Party patching of servers and desktops as needed.
Configure, deploy, and maintain CISCO Routers, Switches, Firewalls, and VPN appliances.
Perform Security Updates to Cisco Appliances.
Work on Trouble Tickets as assigned in a timely manner at an expert level.
Plan and administer all IT infrastructure and cloud computing programs that have a broader scope and major impact on the Exchange’s functions.
Deploy and maintain assets securely to meet MARS-e/NIST 800-53 Security requirements.
Configure and manage VPN installation and maintenance.
Manage patching, testing, and deployment of workstation and server updates using Absolute Manage.
Manage the configuration and implementation of an MHBE-wide asset management tool.
Serve as MHBE Incident Response Lead, coordinating responses to network incidents.
Configure and manage VPN installation and maintenance.
Assist MHBE networking staff with desktop support.
Participate, and provide expert guidance in Disaster Recovery and Business Continuity support.
Independently and effectively set milestones and meet deadlines to accomplish assigned tasks under tight timeframes with little room for error.
Solve complex technical problems through critical and analytical thinking.
Participate in meetings regarding projects, hosting and data center services, product evaluations, and other activities.
Provide daily and weekly status reports of ongoing efforts.
Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
Note: The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.
