Experience Requirements
1. Bachelor’s Degree or higher or equivalent work experience.
2. PMP (Project Management Professional) Certification or equivalent.
3. Knowledge of software development lifecycle.
4. Expert knowledge of principles and practices of electronic data and information management systems and procedures.
5. Solid technical background, with understanding or hands-on experience in software development and web technologies.
6. Proven working experience as a project manager in the information technology domain.
7. Strong organizational skills including attention to detail and multi-tasking skills.
8. Experience with successful implementation of IT systems for State and Local Governments.

Knowledge, Skills and Abilities
Project Management
• Collaborate with stakeholders to define and refine the project scope, goals, and deliverables.
• Develop project plans and associated project documents.
• Effectively communicate project tasks and expectations to team members and stakeholders in a timely and clear fashion.
• Estimate the resources and participants needed to achieve project tasks and goals.
• Set and maintain project expectations with the project team and other stakeholders.
• Work with the project leadership team to assign and delegate tasks and responsibilities to appropriate staff.
• Discuss identified project conflicts with the project leadership and work to resolution.
• Identify and manage project dependencies and critical path.
• Plan and schedule project timelines and milestones using appropriate tools.
• Track project milestones and deliverables using JIRA.
• Develop and deliver progress reports, proposals, requirements documentation and presentations to the project leadership team.

Job/Project Description
An on-site Project Manager (PM) is being sought to perform project management tasks and activities for the Department of Public Health and Human Services (DPHHS), Early Childhood and Family Services Division (ECFSD), Early Childhood Services Bureau (ECSB). Scope of this work will be focused on identification and documentation of business requirements, project schedule with key milestones, manage change control, manage ongoing day to day maintenance and operations of the Child Care Under the Big Sky (CCUBS) system as well as other technologies utilized by ECSB, such as Sanswrite, other custom systems, tools, or software as a service and interfacing systems.
Successful candidate will work closely with the Early Childhood and Family Support Division, DPHHS Technology Services Division, as well as vendors responsible for maintenance and operations of IT systems used by the division.

Background
CCUBS is a comprehensive childcare system that integrates all functions required to provide subsidized childcare to qualified families in Montana. It provides childcare eligibility and licensing functions, plus automated contracts management, and web-based invoice entry and payment inquiry for childcare providers. ECFSD has several overlapping IT projects related to CCUBS, which include enhancement and defect resolution for existing CCUBS system, modernizations of notices, and integration with SansWrite that will be used for facility inspection and documentation as well as implementation of federal policy changes.
