Remote Govt ERP PM (PMP must) with Odoo open-source SaaS ERP, agile/Scrum Master, procurement, Python, JavaScript, Macola/CounterPoint/eVA/Cardinal and accessible documentation experience

Duration: 12-18 months
The Project Manager may perform the majority (80% – 90%) of their work remotely, assuming adequate accountability and project progress.
ABOUT TRAVEL: Occasional travel may be required and would be scheduled as needed. The purposes for travel would include seeing our operations, meeting staff, and overseeing implementation. Right now, all our travel is limited because of COVID restrictions. Most trips will be day trips, but overnight stays may be preferred at times, especially during implementation. When possible, the contractor would travel with our staff. If that isn’t feastible then they could use their own vehicle. Any travel required would be reimbursed mileage and travel costs in accordance with COVA travel expense guidelines (receipts submitted thru Vector). The main travel areas will be NOVA, Hampton Roads, and Charlottesville.
Skill Required / Desired Amount of Experience
Qualification as a Commonwealth of Virginia Project Manager for IT projects, or training and experience to become qualified within 60 days of hiring. Required
Familiarization with the Commonwealth’s Technology Portfolio (CTP) tool, Planview Enterprise One Highly desired
Proven project management institute (PMI) methodologies experience. Required
Project Management Professional (PMP) certification. Required
Expertise in phased ERP implementations, with the flexibility to incorporate changes in strategies Highly desired
Bachelor’s Degree in appropriate field of study or equivalent work experience. Required

ABOUT THE ROLE
Virginia Industries for the Blind (VIB) is an enterprise operation of the Virginia Department for the Blind and Vision Impaired.
We are looking for an experienced, energetic, and enthusiastic Project Manager to lead the implementation of the open-source Odoo software as an ERP SaaS application. VIB is a unique organization, employing staff that are blind and vision impaired in both state and federal environments. All revenue is self-generated from activities including manufacturing, wholesale, warehousing and fulfillment, retail, e-commerce, and services.
About 50% of our staff is blind or vision-impaired and serve in various capacities including retail store staff, order taking and customer service, manufacturing skilled labor, plant operations management, IT design and support, federal contract close-out, and more.
We have locations throughout the Commonwealth, in the District of Columbia, and in Maryland. The length of this project is projected at 12-18 months, to be accomplished in efficient phases. The Odoo applications will replace two disparate, obsolete ERPs, as well as numerous spreadsheets, ad-hoc databases, and manual records. Interface and/or integration of Odoo with COVA systems (eVA, Cardinal) is one of the goals of the project, to replace current instances of manual input.
The VIB Director of Shared Operations, who oversees Fiscal, Procurement, and IT will be the day-to-day contact on this project. The carrying out of the implementation will be performed by a combination of VIB internal staff, Odoo staff, external implementer(s), and DARS IT staff. (The Department of Aging and Rehabilitative Services (DARS) provides certain IT and ISO support to DBVI and VIB.) The Project Manager will aid in the selection and management of external vendors. The successful candidate will be ready to start with two weeks of hiring and be prepared to quickly plan and execute the first phase, which is planned to be retail and e-commerce.
This project has received VITA PIA approval, and we expect ECOS approval within weeks. The Odoo implementation enjoys enthusiastic support from VITA, DARS, and DBVI in addition to all levels of VIB staff. Training is beginning next week for retail staff, to include hands-on accessibility evaluation by employees who are blind and vision-impaired. We anticipate increased accessibility and usability of Odoo in comparison to our current ERPS, resulting in additional opportunities for our employees resulting from this project.
