7Managing the work of both Information Technology staff and program/business staff to achieve successful data migrations
7Working closely with vendor and project manager to document a data migration plan and schedule, and managing the migration of data from legacy systems to the new system as per the schedule
7Serving as the database architect on information technology system implementation projects
7Designing and building relational databases; developing and manipulating database management systems, data warehouses and multidimensional databases
7Archiving, recovering, and implementing databases
7Cleansing legacy data
7Providing a depth and breadth of database knowledge that shall help with formal design of relational databases and providing insight into strategic data manipulation
7Being responsible for optimizing the organization’s strategic goals by following enterprise data standards
7Creating and maintaining a centralized registry of metadata.
7Understanding of EIR Accessibility standards and assistive technologies; ensuring that all user interfaces for database administration and inputting, viewing, outputting data (via reports) are compliant with accessibility standards
4Working in the field of public health as a database architect
4Being familiar with standard concepts, practices, and procedures within public health organizations or a related HIV private sector medical institution
6Relying on limited experience and judgment to plan and accomplish project goals

Vendor acknowledges that before a Purchase Order can be issued the selected candidate must sign and return the HHSC Information Technology Staff Augmentation Contractor Integrity Agreement, HHSC Form 4710.
Worker will provide data migration lead services for human immunodeficiency virus (HIV) 2000, Real-time Education and Counseling Network (RECN), acquired immune deficiency syndrome (AIDS) Regional Information Evaluation System (ARIES) (HRAR) Implementation Project.
Project began June 25, 2018. The effort supports clients with HIV/AIDS.
The HRAR Implementation Project combines and augments the existing functionality of HIV2000, RECN, and ARIES.
Data migration lead duties:
Determines database requirements by analyzing business operations, applications, and programming; reviewing business objectives; and evaluating current systems
Obtains data model requirements, develops, and implements data models for new projects, and maintains existing data models and data architectures
Supports data analytics and business intelligence systems
Implements corresponding database changes to support new and modified applications, and ensures modern designs conform to data standards and guidelines; are consistent, normalized, perform as required; and are secure from unauthorized access or update
Follows agency guidelines on creating data models and various standards relating to governed data
Reviews changes to technical and business metadata, realizing their impacts on enterprise applications, and communicates impacts to project manager and other appropriate parties
Reviews measures to chart progress related to the completeness and quality of metadata for enterprise information to support reduction of data redundancy, and fragmentation and elimination of unnecessary movement of data and to improve data quality
Utilizes agency’s data management tools and standards, usage guidelines and procedures for those tools
Identifies appropriate data sourcing and extraction processes and identifies and nominates sources as systems of record for data usage in various application
Performs root cause analyses related to information issues and non-conformance to published data standards based on review of technical metadata of various source systems.
May assign and/or supervise the work of others.
Performs related work as assigned.
