Experience
15+ years as a software architect or lead developer.
15+ years of broad experience working with development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS.
Knowledge and understanding of FDOT architecture, applications systems design and integration, dimensional data modeling, and Power BI are highly desired.
Primary Job Duties / Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Perform in-depth analysis of the existing inventory of assets to determine modernization approach.
2. Produce end-state solution mockups based on analysis of modernization approach f or applications and reports.
3. Provide architecture guidance on state-of-the-art technical configurations and provide oversight to quality assurance on all code enhancements.
4. Design and implement state-of-the-art applications to support OWPB and other direct stakeholders.
5. Triage and address maintenance and enhancement requests f or applications owned by OWPB.
6. Provide hands-on support to peers, coach, guide, and mentor others in accomplishing architecture, design, and implementation goals.
7. Drive continuous modernization; may include design, def inition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
8. Initiate, drive and deliver ef f ective experiences in partnership with distributed cross -f unctional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platf orm development initiatives with Department development vision, strategy and deployment
9. Develop and apply knowledge of trends, relevant sof tware development technologies and methodologies
10. Provide data model planning, design, implementation, and maintenance guidance to transf orm legacy transactional reporting environment into time-based data models to support the of f ice’s business needs f or multi-dimensional data analysis.

The submitted candidate must be able to apply common knowledge, skills, and abilities in the f ollowing areas:
1. Advanced knowledge of Object-Oriented Programming.
2. Advanced knowledge of design patterns, perf ormance issues and troubleshooting strategies within Azure SQL Server and T-SQL.
3. Skilled in the use of multiple development technologies including Microsof t .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript f rameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS.
4. Skill in architecting and deploying high volume, high transaction based, distributed and redundant web applications.
5. Skill with Relational Database Management Systems (RDBMS) including IBM DB2, Oracle, and Microsof SQL Server.
6. Skill in Dimensional Modeling, including knowledge of key concepts used in development of star schemas.
7. Skill in Power BI/Dataf lows with integration to Azure SQL Server.
8. Advanced knowledge of development methodologies including waterf all and agile.
9. Ability to prepare computer program test plans and to create test databases and test environments.
10. Skilled in verbal and written communication, interpersonal, conf lict resolution, and customer service

Preferred (but not required) KSAs
1. Knowledge of the Florida Accounting Inf ormation Resource (FLAIR) system and budget management.
2. Knowledge of the Florida Department of Transportation Financial Management (FM) system, including Project Costing, Work Program, Federal Aid and Federal Billing subsystem details and interf acing methods.
3. Knowledge and specif ic experience with accounting or f inancial related systems.
4. Ability to migrate and translate processes between Mainf rame based technologies to .Net
5. Knowledge of mainf rame computer systems and supporting sof tware such as Customer Inf ormation Control System (CICS), Time Sharing Option (TSO), and Interactive System Productivity Facility (ISPF).
6. Ability to architect state-of -the-art cloud-based applications leveraging PaaS (Platf orm as a Service) and IaaS (Inf rastructure as a Service) of f erings f or leading vendors such as Microsof t Azure .
7. Ability to learn Inf ormatica and its product suite.
Systems Architect
Provides design recommendations based on long-term IT organization strategy. Develops enterprise level application and custom integration solutions including major enhancements and interf aces, f unctions and features. Uses a variety of platf orms to provide automated systems applications to customers. Provides expertise regarding the integration of applications across the business. Determines specif ications, then plans, designs, and develops the most complex and business critical sof tware solutions, utilizing appropriate software engineering processes—either individually or in concert with project team. Will assist in the most dif f icult support problems.
Develops programming and development standards and procedures as well as programming architectures f or code reuse. Has in-depth knowledge of state-of -the art programming languages and object-oriented approaches in designing, coding, testing and debugging programs. Understands and consistently applies the attributes and processes of current application development methodologies. Researches and maintains knowledge in emerging technologies and possible application to the business. Viewed both internally and externally as a technical expert and critical technical resource across multiple disciplines. Acts as an internal consultant, advocate, mentor and change agent.
Scope of Services
Candidate supports continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used to support the Of f ice of Work Program and Budget (OWPB). Provides detailed guidance and support f or modernizing existing legacy applications and reporting environments. Provides application design, architecture, and system integration recommendations based on OWPB inf ormation technology strategy and the Of f ice of Inf ormation Technology strategic plan. Must be able to liaison between team members, customers, management, and Of f ice of Inf ormation Technology (OIT) in supporting OWPB and enterprise technical needs. Provides guidance in decision making on high-level design choices and technical standards, including sof tware coding standards, tools, and platf orms. Develops and coordinates the def inition, prioritization, coding, and testing of system changes and enhancements. Must be able to use a variety of platf orms, ranging f rom old to state-of -the-art, to provide automated systems applications to customers. Act as an internal consultant, advocate, mentor, and change agent to team members and the of f ice.Collaborates with OWPB leadership and OIT to develop tactical strategy in the planning, design, implementation and maintenance of dimensional data models and data marts.
Education
Bachelor’s or Master’s Degree in Computer Science, Inf ormation Systems, or other related f ield. Or equivalent work experience.
