Onsite/Local FL Govt PM (15+) with BA/Technical Writer, Cloud/SaaS, agile, training guides, DevOps experience

Location: Tallahassee, FL (DOH)
Duration: 12 Months

QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
5.1. Bachelor’s degree in computer science, Information Systems, Business Administration, or other related field, or equivalent work experience
5.2. A minimum of Seven years of IT work experience.
5.3. A minimum of Five years of project management experience.
5.4. Must possess advanced knowledge and proficiency in the use of project management methodologies and tools.
5.5. A minimum of Five years of experience with resource management includes day to day team monitoring and workflow management.
5.6. A minimum of Five years of experience with change management that includes requirement gathering, user story refinement, and documentation.
5.7. A minimum of Five years of experience working directly with project stakeholders and clients to plan and execute SaaS functionality features and enhancements.
5.8. A minimum of Two years of experience with agile project management.
5.9. A minimum of Two years of experience triaging application irregularities that included turnaround time monitoring and improvement measures.
5.10. A minimum of Two years of experience developing training and system guides for application end users.
5.11. A minimum of Two years of experience documenting application processes.
5.12. Experience with Children’s Medical Services 3.0 Health Information Management System

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. As directed by the Department, design and document application business and technical processes.
6.1.2. As directed by the Department, monitor development team productivity.
6.1.3. As directed by the Department, provide status updates to CMS program managers and stakeholders via email, virtual, or in person meetings.
6.1.4. As directed by the Department, conduct exploratory meetings with stakeholders and end users to refine system requirements.
6.1.5. As directed by the Department, plan and lead all processes of a Scrum development project (which includes planning sessions, stand-up sessions, review sessions, backlog grooming sessions, pointing sessions, and retrospective sessions) as follows:
6.1.5.1. Assemble project plans and teamwork assignments.
6.1.5.2. Identify IT resource needs.
6.1.5.3. Perform IT quality reviews and testing.
6.1.5.4. Direct and monitor project teamwork efforts on a daily basis.
6.1.5.5. Maintain application build in DevOps environment, ensuring all objects remain accurate and up to date.
6.1.6. As directed by the Department, ensure communication with CMS project managers and CMS program staff as follows:
6.1.6.1. Track key project milestones and work with CMS program managers and/or stakeholders to adjust project plans and/or resources to meet project needs.
6.1.6.2. Provide accurate project turnaround time estimates and updates upon request.
6.1.6.3. Respond to CMS staff emails within one business day.
6.1.6.4. Coordinate communication with all areas of enterprise that impacts the scope, budget, risk, and resources of project work effort as follows:
6.1.6.4.1. Proactively work through roadblocks to ensure project progress and escalate any roadblocks to Subject Matter Experts(SMEs) within one business day of any issues or project delays.
6.1.6.4.2. Communicate project progress and risks to SMEs and spearhead strategic plans to mitigate project delays.
