The contractor will serve as a key technical resource for employees and senior management in regard to network design, configuration, monitoring and debugging. He or she must be capable of handling the most complex engineering problems and projects.

Primary Purpose of the Contracted Position:
The contractor will serve as a key technical resource for employees and senior management in regard to network design, configuration, monitoring and debugging. He or she must be capable of handling the most complex engineering problems and projects. The contractor will receive agency requests for assistance, evaluate needs, design and prepare technical specifications, and project cost estimates for myriad network environments, equipment and systems.

Description of Work:
The analyst should execute the following tasks and responsibilities:

Supports Information Technology Network
•Executing complex engineering work in supporting Information Technology Infrastructure to include Database, Server, Networking, Equipment, Architecture and Design, in order to meet the voice, data and video communications needs of the agency.
•Ensures all data is properly collected, stored, and secured, using tools that analyze performance metrics, service levels, server status, and system outages.
•Implement and maintains network architecture, switch programming, agency firewalls, and Disaster Recovery (DR) testing and documentation that includes scheduling, performing and verifying system backup processes for all systems.
•Works with outside vendors as needed to purchase necessary equipment, modify systems and/or complete programming updates
•Monitors network performance (availability, utilization, throughput and latency) and test for weaknesses.
•Follows operational standards and policies for the department, and recommends updates when appropriate.
•Follows the Disaster Recovery and Business Continuity Plan, including an Incident Response Plan and a Continuity of Operations Plan (COOP), when emergencies occur
•Analyzing systems errors or anomalies, as well as specific network performance issues and/or error messages, in order to ensure maximum uptime and service quality and assess trends that may ultimately result in degradation of service
•Troubleshooting API and other system issues at a per-packet level via packet trace and sniffer analysis

Provides Strategic Input for Agency IT Strategy
•Provides input for current and long-range system requirements and evaluate alternative business solutions and strategies, taking into account current capacities and functional limitations with regard to hardware/software and upcoming advancements in technology.
•Works with outside vendors as needed to purchase necessary equipment, modify systems and/or procure new equipment and new methods of telecommunications.
•Regularly researches past, current, and emerging technologies, evaluating their impact on agency operations, and make informed recommendations based on what is learned.
•Formulating and implementing monitoring, policies, procedures and standards relating to network management

Document and maintain a current repository of the network topology of the agency’s information technology systems
•The employee must develop and maintain a single source of truth for the network topology and implementation of the network in a documentation that is easily digestible by audiences of a variety of technical skillsets.
•The employee must provide documented approaches that other employees and management can implement for locating and correcting network issues.
•The employee must provide training on these documented approaches.

Minimum Education and Experience Recommended:
•Bachelor’s degree in electrical engineering, telecommunications engineering or a closely related field and three years of experience in electronics engineering including experience in telecommunications engineering; or a Bachelor’s degree and four years of networking related experience such as network design, analysis or network management; or an associate’s degree in Electronics or Networking Technology from and four years of networking related experience; or an equivalent combination of education and experience.
•Related information technology experience may be substituted year for year for the required educational experience
•This position will be subject to a background check. DHS carries all security clearances for SBE. This position may require the receipt and ongoing maintenance of a security clearance.
•One or more certifications are preferred. Recommended certifications include Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified Systems Engineer (MCSE), Cisco Certified Internetwork Expert (CCIE), or other related certifications.
•Degrees must be from appropriately accredited institutions.

Knowledge, Skills, and Abilities
The analyst must possess the following proven skillsets, knowledge, and/or abilities:

•A comprehensive understanding of network architecture, computer systems, and related technologies, functions, capabilities, and software including a strong knowledge of networks, routing and switching, network operating systems, systems programming, database and system administration, operating systems, security systems, communication systems, and application architecture
•Thorough knowledge of the principles and practices of electronics engineering, and network and electronic devices and systems, and a proven ability to determine communications needs and specify equipment and systems to meet these needs.
•The ability to plan and implement solutions with various technologies, systems, and software, while effectively comprehending their interrelationships, functionality, communications, and connectivity
•A thorough knowledge of computer systems and have proven experience in (1) troubleshooting defects, failures, and errors, and in (2) recommending and implementing remedial action
•An extensive familiarity with network architecture planning and implementation with various networking technologies, such as Microsoft products, Cisco products, VMware, area networks, WAN acceleration, virtualization, firewalls, routers and other networking hardware.
•Experience supporting VoIP, IP Telephony and Unified Messaging (UM) including Quality of Service (QoS) management
•Knowledge of wireshark, tcpdump, ngrep and other debug tools and applications for capturing data and monitoring network
•In depth understanding of Wifi networks experience with multiple switches and routers preferred
•MCSE certification a plus CISSP, CCNA, or CCNP certification a plus
•An ability to utilize Microsoft Server roles such as Active Directory, DNS, DHCP, Group Policies, Snapshots, backups and restores of operating software and user data
•Knowledge and proficiency with server operating system versions including Microsoft SQL Server, including end-of-life through the latest releases (e.g. SQL Server 2008 R2, 2012, 2014, 2016, 2017), as well as infrastructure virtualization technologies
•The ability to identify potential hardware failures, implement new hardware, resolve hardware failures, and document failure recoveries
•The ability to work an irregular schedule occasionally to accommodate periodic system updates/upgrades, maintenance and/or emergency needs
•Experience in Cloud Architecture and design [Azure and AWS preferred]
•Experience with participating in application and infrastructure support processes for high profile, mission critical applications
•Ability to identify and analyze reoccurring problems and serve as an expert in designing system infrastructure.
•Ability to develop and/or implement highly complex information technology solutions to enhance enterprise success.
•Skill in the technical consultation related to complex projects.
•Skill and knowledge in a highly specialized area of systems analysis and development.
•Ability to provide expertise and consultation on technical issues to management
•Knowledge of new or existing technologies to develop solutions and ability to consult with other specialists, analysts, technicians, and vendors.
•Design and implement security policies to work in conjunction with the agency security plans and processes.
