4 Scope of Services
Background: As a result of the Department’s efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
· Adoption of the Florida PALM Standardized Business Process Model.
· Transition to the Florida PALM Chart of Accounts values.
· Replacement of Central, Payroll and Departmental FLAIR functionality.
· Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system.
· Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

The selected candidate will support continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used in supporting the Office of Work Program and Budget (OWPB) in preparation for Florida PALM. Provides detailed guidance and support for remediation or modernization of existing legacy applications and reporting environments. Provides application design, architecture, and system integration recommendations, for both cloud and on-premises technologies, based on OWPB information technology strategy and the Office of Information Technology (OIT) strategic plan. Must be able to liaison between team members, customers, management, the Office of Comptroller (OOC) and OIT in supporting OWPB and enterprise technical needs. Provides guidance in decision making on high-level design choices and technical standards, including software coding standards, tools, and platforms. Develops and coordinates the definition, prioritization, coding, and testing of system changes and enhancements. Must be able to use a variety of platforms, ranging from legacy to state-of-the-art, to provide automated solutions to customers. Act as an internal consultant, advocate, mentor, and change agent to team members and the office. Collaborates with OWPB, OIT, and OOC to develop tactical strategy in the planning, design, implementation of technology products.

5 Education
Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.

6 Experience
Candidate MUST have a minimum of 15+ years as a software architect or lead developer, with broad experience working with development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS. Must have advanced to expert level knowledge and understanding of architecture, applications systems design and integration.

Candidates with resumes reflecting experience with Azure cloud will be given preference.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:

1. Perform in-depth analysis of the existing inventory of assets to determine remediation or modernization approach.
2. Produce end-state solution mockups based on analysis of modernization approach for applications and reports.
3. Provide architecture guidance on state-of-the-art technical configurations and provide oversight to quality assurance on all code enhancements.
4. Design and implement state-of-the-art applications to support OWPB and other direct stakeholders.
5. Triage and address maintenance and enhancement requests for applications owned by OWPB.
6. Provide hands-on support to peers, coach, guide, and mentor others in accomplishing architecture, design, and implementation goals.
7. Drive continuous modernization; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
8. Initiate, drive and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy and deployment.
9. Develop and apply knowledge of trends, relevant software development technologies and methodologies.
10. Provide data model planning, design, implementation, and maintenance guidance to transform legacy transactional reporting environment into time-based data models to support the office’s business needs for multi-dimensional data analysis.

8 Job Specific Knowledge, Skills, and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:
1. Advanced knowledge of Object-Oriented Programming.
2. Advanced knowledge of design patterns, performance issues and troubleshooting strategies within Microsoft .NET, Azure SQL Server, and T-SQL.
3. Skilled in the use of multiple development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS.
4. Skill in Azure cloud architecting and deploying high volume, high transaction based, distributed and redundant web applications.
5. Ability to architect state-of-the-art cloud-based applications leveraging PaaS (Platform as a Service) and IaaS (Infrastructure as a Service) offerings for leading vendors such as Microsoft Azure.
6. Skill with Relational Database Management Systems (RDBMS)
7. Skill in conducting complex systems analysis and translating into business solutions.
8. Knowledge of Dimensional Modeling, including knowledge of key concepts used in star schemas.
9. Advanced knowledge of development methodologies including waterfall and agile.
10. Ability to prepare computer program test plans and to create test databases and test environments.
11. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service.
12. Ability to balance multiple demands and work both independently and as part of a team.
13. Ability to integrate research and best practices into problem avoidance and continuous improvement.
14. Ability to display professionalism in dealing with all levels of management and staff.
15. Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working effectively with others across varied disciplines.
16. Ability to develop and manage information systems documentation in accordance with the Department’s standards.
17. Knowledge of financial systems such as PeopleSoft ERP.
18. Experience in coordinating with Business Analysts to capture business requirements.
19. Ability to bridge the gap between technical and business language.

Preferred (but not required) KSAs
20. Knowledge of the Florida Accounting Information Resource (FLAIR) system and budget management.
21. Knowledge of the Florida Department of Transportation Financial Management (FM) system, including Work Program Administration, Project Costing, Federal Aid and Federal Billing subsystem details and interfacing methods.
22. Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), and Interactive System Productivity Facility (ISPF).
