Duration: 12 Months

5.2 Qualifications
5.2.1 The Contractors personnel shall have a bachelors degree or higher in computer science, information systems, or another related field.
Equivalent work experience is acceptable.
5.2.2 The Contractors personnel shall have five (5) years or more of experience as a program designer and implementer.
5.2.3 The Contractors personnel shall have five (5) years or more of experience with the operation and maintenance of enterprise applications including working knowledge of the following programming languages: Typescript, XHTML, JavaScript, CSS, SOAP/XML, and PL/SQL.
5.2.4 The Contractors personnel must pass the Background Screening and Security Requirements as described in Section 16 of this RFQ and any other requirements that may be required herein

Communication
5.3.1 The Contractors personnel shall have excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. The Contractors personnel shall also demonstrate the following communication skills:
5.3.1.1 Able to communicate technical matters clearly in lay terms for full comprehension by non-technical users.
5.3.1.2 Facilitate team and customer meetings.
5.3.1.3 Deliver informative, well-organized presentations, if required.
5.3.1.4 Understand how to communicate difficult/sensitive information tactfull
5.3.1.5 Seek and participate in development opportunities beyond the standard DMS-required training

SCOPE OF WORK
The Contractors personnel shall work on project tasks that include but are not limited to:
5.1 Work Tasks
5.1.1 Assisting internal and external customers to produce detailed functional requirements of system components to be programmed.
5.1.2 Efficiently programming modules for use in and by the CSAB whether it be a new module or an upgrade to existing functionality.
5.1.3 Providing assistance to community developers to facilitate additional application submissions and build out the shared development community.
5.1.4 Assisting in software configurations as required supporting the organizations development needs and schedule.
5.1.5 Monitoring and assisting in tuning systems for greatest performance.
5.1.6 Acting as liaison with hosting provider to ensure environment is optimized for application performance.
5.1.7 Providing planning and technical support for migration activities.
5.1.8 Providing assistance to ensure the security of deployed applications.
5.1.9 Providing technical documentation of work performed in standard project team format.
5.1.10 Identifying potential areas where existing applications require change, or where new applications need to be developed.
5.1.11 Performing maintenance activities on current production applications.
5.1.12 Migrating services from the premise based CSAB systems to an Oracle Cloud Infrastructure (OCI) based CSAB system

ESCRIPTION OF PURCHASE
2.1 The Department is seeking one Applications Development position for the development, deployment, and maintenance of the applications supporting the Division of Telecommunications (hereinafter referred to as Division or DivTel) voice and network services, i.e., SUNCOM via the Communications Services Authorization and Billing (CSAB) system.
The Candidate will work under the supervision of the Departments Contract Manager, under the Bureau of Engineering.
2.2 SUNCOM is the state enterprise telecommunications system that provides all methods of electronic or optical telecommunications used by state agencies and other eligible users. Additional information about SUNCOM can be found in the SUNCOM Business Requirements Guide. The various applications that support the Divisions SUNCOM services reside within the CSAB, which will house all ordering, inventory, and billing processes for all SUNCOM services. Currently, all data and a few voice services reside in CSAB. However, a few voice services reside in the Online Communication Services Authorization System, Network Management System (NMS), and Telephone Agency Billing System known as the legacy systems. These legacy systems must be maintained until all services have migrated to the CSAB.
2.3 These applications use and require programming expertise in the following computer languages: AJAX (Asynchronous JavaScript and XML), REST (Representational State Transfer), XML (Extensible Markup Language), XHTML (Extensible Hypertext Markup Language), UNIX (computer operating system), LINUX (computer operating system), PL/SQL (procedural language extension to Structured Query Language), JavaScript (JS), Boot Strap, CSS (Cascading Style Sheets), and ReactJS. Knowledge of TypeScript required.
2.4 Candidate (defined below) will be responsible for coordinating with internal staff and occasionally external customers to facilitate and provide application maintenance and enhancements. Development work on applications not listed herein may be required in support of the program. Candidate must have excellent problem-solving capabilities with the ability to design viable solutions quickly and to remain calm during stressful events
