Hybrid/Local (Austin Only) TX Govt Medicaid Business/Data Analyst (CBAP/TOGAF/Green/Black Belt/15+) with digital transformation, BPR/BPMN/UML/ArchiMate, MITA SS-A, Agile/SAFe and SNAP/TANF/CHIP experience

Duration: 12 Months
Position will be 3 days remote with 2 days (Mon & Thurs) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).
Skills:
8 Required progressive experience in a Business data analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
8 Required Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
8 Required Demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
8 Required Exceptional business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate
8 Required Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
8 Required Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
8 Required Strong negotiation, facilitation, and conflict resolution skills.
8 Required Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field. Master’s degree preferred.

Description:
The Department of Information Resources (DIR) requires the services of 1 Business Analyst 3, hereafter referred to as Worker, who meets the general qualification of Business Analyst 3 and the specifications outlined in this document for the above-named customer.
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Senior Business Analyst with a strong background in digital transformation and business process reengineering. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.
The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.
Key Responsibilities:
• Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
• Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
• Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
• Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
• Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
