The Birth Defects Monitoring Program (BDMP) in the NC Department of Health and Human Services is seeking a programmer to support database applications and upgrades. The BDMP is a statewide, population-based surveillance system that collects data on infants with congenital malformations from hospitals and physicians in the state.

This role requires technical and analytical work in developing, designing, and supporting the BDMP registry database. The Programmer will be responsible for transitioning the BDMP registry database platform from MS Access to SQL. This role will formulate and develop the application system scope and objectives, provide detailed specifications for programming, and support deployment of the application.

This role requires extensive knowledge of relational databases (MS Access knowledge required), substantial knowledge of specific computer environments, and a broad range of programming languages with ability to learn emerging programming languages. Implementation experience with SQL required. Familiarity with and working knowledge of a variety of EHR providers and medical systems including electronic medical record vendors (such as Epic) is highly desired; and working knowledge of industry standards for code sets and exchanging health information, such as ICD-9/10, CPT, HL7, and SNOMED.

The ability to plan and manage the integration and implementation of new technology is required. This role must also independently manage project timeliness and have strong communication skills to interact with BDMP and Division of Public Health team members.
