The North Carolina Office of the State Controller is seeking an ERP Program Manager/Consultant to oversee the states upcoming financial backbone replacement project.
The State is pursuing an initiative to implement a statewide ERP financial system. The project is called the Financial Backbone Replacement Project (FBR). The objectives of the Financial Backbone Replacement Project are to select and deploy financial application capabilities to replace and enhance the functionality currently provided by the NCAS and CMCS accounting systems. The FBR will also serve as the foundation for the State’s further technology system of record processes.
The selected vendor serves as Program Director/Consultant, providing ERP technical guidance and direction as well as end-to-end management and coordination of the ERP Financial Backbone Replacement project. This includes, but is not limited to, assisting the OSC evaluation committee in vendor negotiations, project planning and implementation, technical recommendations/best in class advice and independent verification and validation during all phases – planning, development, implementation and go-live of the initiative.
Duties include but are not limited to all the following tasks:
• assist with establishment of the ERP program office
• design a comprehensive strategy and identify objectives to achieve an overall successful outcome,
• develop project timelines necessary to achieve the desired outcomes
• the project is in scope, on-time and within budget,
• identify procurement and purchasing strategies, needs, plans and justifications
• successful and cost-effective vendor management and negotiations,
• determination of appropriate staffing resources for the project and deployment of resources,
• recommend operations and maintenance resource staffing levels,
• centralized, consistent goals and direction for the core project team,
• assist with effective project change management processes,
• milestones and deliverables are identified, achieved, accurate and in line with the project plan,
• project status is regularly, accurately and timely communicated,
• solution proposal and resolution of complex issues,
• issues and risks are identified early, escalated and resolved,
• customer and stakeholder needs and expectations are fulfilled,
• leads the process and application design work streams
• validates the solution meets requirements, regulations, specifications and fulfills its intended purpose,
• continuous monitoring and evaluation from inception to completion, and
• functional, technical, and programmatic assessments throughout all phases of the project
