Remote/Local ITSM PM (PMP must/ITIL) with Remedy Modernization, COTS/SaaS, agile/scrum, MS Project, Visio, DevOps, RFI/RFP/RFQ experience

Mandatory & Desirable Knowledge and/or Skills
Mandatory:
• Experienced Expert Level Lead Project Manager with experience in the procurement, implementation,
and integration replacing an end-of-life program with an enterprise, large-scale, software application
categorized as Software as a Service or Commercial Off The Shelf (COTS) solutions, not in-house
development.
• Experienced Expert Level in agile/scrum project management methodologies (minimum of ten years)
leading cross-functional teams and ensuring the successful delivery of projects within scope, time, and
budget.
• The Expert Level Technology Services Project Manager must have a current, valid, Project
Management Professional certificate issued by the Project Management Institute (PMI).
• Ten or more years of IT Project Management experience in leading projects dealing with the
implementation and integration of enterprise-scale accounting, capital management and data
management systems within a large-scale distributed enterprise environment.
• Expert Level of experience, (minimum of ten years), as a Lead Project Manager with direct, personal,
experience in the creation and maintenance of IT project PMBOK documentation deliverables.
• Excellent verbal and written communication skills.
• Experienced in Microsoft Office applications, MS Project, Visio, and Dev-Ops.

Desirable:
• Prior IT Project Management experience on a project requiring Washington Technology Solutions
(WaTech) oversight, providing all Section 701 and/or gated funding documentation and meeting
WaTech’s IT standards, policies, and guidelines.
• Prior IT Project Management experience managing WSDOT projects.
• Prior experience creating Washington State Request For Information (RFI), Request For Proposal
(RFP), and Request For Quotation (RFQ) solicitations.
• Expert level knowledge of organizational IT Service Management, IT Service Management
implementation, and current, valid ITIL 4 certification.

Project Description and Background
This project aims to address critical IT Service Management needs for WSDOT, focusing on asset
management, incident management, change management, customer self-service, and IT service desk
modernization. Transitioning to the cloud will enhance service management functionalities, improving business
outcomes in areas such as purchasing, asset management, and customer self-service. The new program will
also expand HR’s use of service management, enable mobile device asset management operations, and
optimize remote access for customer assistance and self-help. Additionally, it will enhance scalability,
automate service management tasks, and provide advanced reporting tools for quality assurance and
demonstrating value to the business.
This position will serve as an Expert Level Technology Services Project Manager for WSDOT’s Technology
Services Division (TSD) leading the modernization effort of WSDOT’s IT Service Management/Remedy
Modernization Project. This role will utilize Expert Level knowledge, experience, and expertise in the Project
Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology of execution in
the procurement, configuration, and implementation of a cloud-based SaaS/COTS solution. The system will
support mobile devices, allow remote self-help, provide automation, support telework and work outside
traditional business hours.
The system must comply with the State Administrative & Accounting Manual, the Payment Card Industry (PCI)
Data Security Standard, and follow the Policies, Standards and Practices of Washington Technology Solutions
(WaTech), to ensure successful completion of the project.
