All Information Technology Business Analysis Consultant candidates must have:
• Expert experience in IT Business Analysis, operating within a PMO organization, in the implementation and integration of enterprise-scale, software application, implemenation, or integration projects.
• Expert knowledge and demonstrated experience in the creation and maintenance of International Institute of Business Analysis (IIBA), Business Analysis Body of Knowledge (BABOK) framework deliverables.
• Expert experience that includes process mapping, workflow modeling, conceptual and logical data modeling, business rules modeling, use case modeling, scope management, and requirements management.
• Expert experience that includes application development, or database administration, or data modeling, and in activities such as the design, development, testing, and implementation of a wide variety of information technology systems.
• Expert level of experience in Microsoft Office 2016 and Visio 2016 software.
It is preferred that the Information Technology Business Analysis Consultant candidates will have:
• A current International Institute of Business Analysis (IIBA) Certification of Competency in Business Analysis (CCBA) or a current certification as a Project Management Institute – Professional in Business Analysis (PMI-PBA).
• Preferred candidates will have a current certification as an International Institute of Business
Analysis (IIBA) Certified Business Analysis Professional (CBAP).
• Professional experience in business process modeling utilizing Unified Modeling Language version 2 (UML2).
• Prior experience in the creation of requirements for Request For Information (RFI), Request
For Proposal (RFP), and Request For Quotation (RFQ) solicitations.
• Preferred candidates will be certified as a Lean Six Sigma Black Belt certification.
• Preferred candidates will have prior experience in implementing Cloud-hosted business process migration in Software as a Service (SAAS) implementations utilizing Amazon, Google or Microsoft cloud hosting technologies.
• Preferred candidates will have prior experience using SPARX Enterprise Architect software.
Scope of Work
This position will serve as an expert Information Technology Business Analyst within the WSDOT ITD ETPMO using expert, specialized knowledge, experience, and expertise in IT Business Analysis based upon International Institute of Business Analysis (IIBA), Business Analysis Body of Knowledge (BABOK) methodology to:
• Develop process models of business processes
• Develop workflow models of business processes
• Develop conceptual and logical data models
• Develop business rules models
• Perform scope management
• Define functional interaction requirements specifications
• Define non-functional requirements specifications Perform requirements management
• Develop business requirements using techniques such as:
a. Process mapping
b. Workflow modeling
c. Conceptual and logical data modeling d. Business rules modeling
e. Use case modeling
f. Scope management
g. Requirements management
This position will be ultimately responsible for delivering the appropriate functional and technical design documentation for the project to allow all project work to be completed.
