1. (MS) Qualifications, Experience, and Résumé of Proposed Candidate(s) (350 Points).
In 6 pages or less, provide a résumé AND a description of the Qualifications and Experience of each proposed candidate as it relates to the following:
a) Résumé for each proposed candidate that highlights the experience that aligns with the scope of work outlined above. The résumé should also indicate outcomes achieved and the contact information for whom the work was performed.
b) The number of years’ experience (ten years minimum) in business and system analysis, and knowledge and experience using the business analysis methodology based on the Business Analysis Body of Knowledge (BABOK).
c) The number of years’ experience (three years minimum) of relevant work experience in the health care industry.
d) Knowledge of project management methodologies and software and application system development lifecycles (SDLC).
e) Knowledge and experience with requirements elicitation and definition for large complex systems.
f)Knowledge of CMS Medicaid Enterprise Certification Toolkit (MECT) and certification lifecycle; includes understanding of MITA and Seven Standards and Conditions.
g) Ability to facilitate meetings with both business and technical staff via interviews, team sessions or joint application design (JAD) sessions.
h) Ability to partner with HCA business staff to analyze issues and problems from a system user perspective.
i) Strong problem solving and critical thinking skills.
j) Ability to meet project deadlines and provide timely status reports.
k) Familiarity with Washington State government.
4. (DS) Desired Qualifications of Proposed Candidate(s) (100 Points):
a. Certified Business Analysis Professional (CBAP) or Project Management Professional (PMP).
b. Previous experience with providing professional services related to a Medicaid Management Information System (MMIS) procurement or implementation.
c. Knowledge of HCA’s mission, IT infrastructure and State enterprise architecture principles.
Scope of Work/Deliverables
Using various business analysis techniques and methods including facilitating meetings with key stakeholders1:
1. Develop a project work plan that outlines major milestones and dependencies and project activities that represent the requirements elicitation work needed.
2. Develop and maintain a project dashboard related to the work to track activities, issues, risks and overall progress. Report on progress every two weeks.
3. Document and understand the current state of various pharmacy and drug rebate-related business processes including business and operational problems to be solved and current POS system constraints.
4. Elicit, define, and document needed technical and functional requirements for the new POS system for inclusion in the system RFP. System requirements must be developed to meet the CMS Pharmacy certification checklist criteria.
5. Analyze, verify and validate collected requirements with stakeholders and obtain sign-off.
6. Prepare a Requirements deliverable (includes description of gathering process, traceability matrix).
7. Prepare a Business Process Improvement deliverable that describes the current state of business processes and outlines recommended areas for improvement and/or anticipated operational efficiencies.
8. Assist with Pharmacy POS system RFP construction as needed and defined by POS Project Manager.
