Visual Basic/VB6 Developer with .net, TFS, C#, accessibility (must), SSRS, EHR, WCAG and government experience

8 Experience in the field of information technology software development. Familiar with standard concepts, practices, and procedures within the System/Software Development Life Cycle. Relies on experience and judgment to plan and accomplish goals but follows coding standards from senior Application Development staff. A certain degree of creativity and latitude required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
8 Skills as Microsoft developer (TFS, Visual Studio, VB and/or C#; i.e. not Java/Linux)
4 Significant experience updating VB6 code to .Net framework
5 Experience migrating software code bases to newer versions of .Net Framework
4 Experience in providing solutions that are compliant with accessibility standards using .NET
2 Experience testing and remediating documents for accessibility (PDF, MS Office)
2 Experience in accessibility compliance testing including using browser-based tools, code inspection and testing with assistive technologies.
3 Must have worked within the past year on enterprise application development on Microsoft technology stack (Microsoft Windows Server, Microsoft SQL-Server, SSRS)
3 Experience with implementation of encryption/decryption algorithms
4 Demonstrated ability to meet tight deadlines.
5 Experience successfully developing code with an error rate of 10% or less.
5 Exceptional skills coding software in Visual Basic 6 (pre-.NET). Database is SQL Server 7.
1 Knowledge of information systems containing Electronic Health Records.
Strong Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities.

•Expertise in Microsoft .NET Technologies: C#.NET, VB.NET, ASP.NET, MVC5, JQuery, JavaScript, VBScript
•Expertise in Microsoft SQL Server (2008 R2, 2012, 2014, 2016)
•Expertise in Business Intelligence: Microsoft SQL Server Reporting Services (SSRS)
•Expertise in Providing EIR Accessible solutions for .net Applications (EIR Accessibility, required technical specifications (i.e. US Section 508 and Web Content Accessibility Guidelines (WCAG 2.0 or 2.1), and tools used to code / validate for Electronic Information Resources (EIR) Accessibility. Integrates EIR accessibility criteria into appropriate phases of requirements planning, design, development, and test.
•Expertise in WAI-ARIA and best practices for implementing scripted controls in a manner that is compliant with Accessibility Standards.
•Hands on experience in testing Application Accessibility Functionality using assistive technologies (JAWS or other screen reading software, screen magnification software, voice control software or others)
•Converts project specifications, using industry standard tools, such as object-oriented tools and code generation, into sequence of detailed instructions and logical steps for coding into language process able by computer, applying knowledge of computer programming techniques and computer languages.
•Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems.
•Analyzes current applications and develops specifications for making the applications compliant with accessibility standards; defines cost and time required, compatibility with current applications, and computer capabilities.
•Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to make the application accessible using methodologies such as structured analysis and design or object-oriented development.
•Oversees the technical Quality Control (i.e., makes sure the applications comply with technical standards).
•Writes solution programs, documenting the methods and procedures used in application development, testing and correcting programs.
•Works under moderate supervision with limited latitude for the use of initiative and independent judgment.
•Captures requirements using industry standard development frameworks and tools.
•Designs reports, forms, and letters along with computer terminal screen displays to accomplish goals of accessibility.
•Analyzes, reviews, and alters program to increase operating efficiency or adapt to accessibility requirements.
•Writes documentation to describe program development, logic, coding, and corrections.
•Writes manual for users to describe installation and operating procedures. Assists users to solve operating problems. Recreates steps taken by user to locate source of problem and rewrites program to correct errors.
•May use computer-aided software tools in each stage of system development.
•May train users to use program.
•May provide technical assistance to program users.
•May monitor performance of program after implementation.
•Reports status and risks to Project Manager.
•Complies with HHS IT technology stack.
