Work Requirements
The Business Analyst is to be the overall business and technical analyst to ensure the vendor’s project plan, implementation approach, and overall solution is feasible, low cost, and meets the requirements of the Washington State Department of Veterans Affairs (WDVA).
1. Ensure that vendor’s approach to overall project is sound.
2. Ensure the vendor’s technical approach to building a solution that meets WDVA needs is sound.
3. Ensure vendor’s solution meets WDVA business process needs (current state and/or future state) is sound.
4. Ensure vendor solution meets all business and technical requirements of WDVA; where the solution does not partially or fully meet a requirement, identify and define a mitigation plan so that there will be minimum impact to WDVA.
5. Ensure that vendor’s approach to the data mitigation activities is well-defined and technologically feasible.
6. Ensure vendor’s approach to customizing its solution to meet WDVA’s unique business information and reporting needs is both feasible and realistic.
7. Provide overall technical direction and expertise to the vendor to make its customized vendor approach (i.e., design, development, and testing) will meet the short and long- term needs of WDVA
8. Develop, manage, and implement a plan to help WDVA introduce new technology to the entire user community, to include communication, user focus sessions, evaluation of solution to be implemented, transitional activities and any changes that may be required regarding existing business processes as the result of the new business solution being implemented (change management). Employees will be the change agents and the business analyst will lead this group.
9. Assist in identifying and establishing a user focus group that will help shepherd the new solution into WDVA and provide key user inputs and feedback to both WDVA leaders, their peers, and the vendor.
10. Manage and coordinate the user group activities and feedback.
11. Mentor and Train incoming full-time employees, i.e., Management Analyst and Business Analyst over time to ensure transfer of knowledge of all aspects of EVCMS.
12. Partner with WDVA EVCMS Management Analyst to ensure consistent and high-quality vendor management and oversite.

Scope of Work
WDVA is seeking Business Analyst services for the integration of the agency’s Post-Traumatic Stress Disorder counseling program into EVCMS. The agency intends to use the Dynamics 365 Portal feature to have contracted Licensed Mental Health Counselors, which are client service contractors, submit their monthly reports to the agency. This will expand on the Portal functionality that is currently being used by the agency’s VetCorps program.
WDVA is also seeking Business Analyst services for the initial work related to implementing a U.S. Department of Veterans Affairs (VA) approved veterans claims management system. This claims management system will be a third-party application, one of four or five systems currently approved by the VA, which will be used by approximately 40 staff members and agency partners in the submission of veterans’ disability claims to the VA, replacing the current paper-based process.
Also, as part of this RFP, WDVA would like the contracted Business Analyst to develop, write, and publish an EVCMS Business and Technical Handbook/Guidelines document which will
be used by agency personal utilizing EVCMS as part of their daily work.
Finally, WDVA will be hiring two FTEs, an I.T. Business Analyst and a Management Analyst, which will support EVCMS (among other duties) and the agency would like the contracted Business Analyst to provide short-term training and mentoring of the EVCMS to these new positions as part of their onboarding.

Additional Expectations
Contractor is expected to travel to 3-5 office sites located in western WA. Contractor is expected to travel and meet with staff 2-3 times over a course of multiple 1-week periods. Contractor is expected to participate in weekly teleconferences with other vendors and staff as the project starts up and is implemented. Contractor must be able to obtain VPN access to WDVA network and possess personal computer and voice line to communicate via the virtual work space.
