VDOF is seeking a Systems Analyst for their iFRIS system (Integrated Forest Resource Information System)

Virginia Department of Forestry (VDOF) acquired a vendor Timmons group in building and implementing a geospatially enabled enterprise information system called the Integrated Forest Resource Information System (IFRIS).

The first phase of the implementation was deployed in 2006 and allows users to spatially and temporally track activities and quantify time spent in terms of strategic goals, grant allocation, and cost sharing. As part of the initial consulting services, Timmons Group assisted VDOF in the development of a supporting needs assessment and information architecture solution. The needs assessment and initial due-diligence was accomplished through user interviews, information collection, legacy application and data review.

User interviews included a diverse set of users ranging from technical staff to foresters and field professionals. The developed solution includes the use of Esri’s ArcGIS Server© and ArcSDE© to meet spatial data management, reporting and analysis. The architecture is extensible and offers geospatial web services as part of a service oriented architecture (SOA) model. In addition, IFRIS is used as the agencies system of record for recording staff time for payroll purposes. Knowledge of ArcGIS is NOT required for this role.

For the second phase, VDOF needed to extend its investment in an enterprise GIS to the field and allow remote field-workers to access business and geographic functions needed for daily routines. The need was to design an enterprise GIS application that allowed employees to track time, accomplishments, and map forest-related activities out in the field.

VDOF’s IFRIS Mobile solution integrates GPS functionality, allowing staff to use Esri’s ArcGIS Server and ArcGIS Mobile software. All field workers are equipped with Garmin GPS devices running DNRGPS App and ShapeUp tool built by Timmons group. Field employees use the Garmin device to collect feature data by cataloging attributes on an inventory form along with GPS coordinates. ShapeUp tool then pushes the GPS data and associated attributes from the mobile device to IFRIS Web.

ABOUT THE PROJECT

The IFRIS system was last upgraded in 2015. Emerging technologies, current business needs, and changes in the state HR and time keeping systems are requiring VDOF to perform an analysis on IFRIS. The analyst will be interacting with agency staff in both the IT and program areas of the agency. VDOF needs experienced analyst to analyze data systems to determine if they are meeting current and future needs, reside in a stable environment, are easily expandable/flexible, what constraints exist in the current environment, and other pertinent information the agency would need in helping decide a strategic decision for the system.

The Ideal candidate:

We are looking for a systems analyst that will learn VDOF business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing and to improve existing iFRIS system. Confers with personnel of program areas involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to modify or replace existing computer program. Reviews existing computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Preferred candidate would hold graduation from an accredited four-year college or university with major course work in computer science, computer information systems, or management information systems with 5+ years of experience performing systems analysis on existing systems.

Knowledge of web applications with MS SQL server as back end preferred. Ability to analyze systems and procedures, to write and revise standards and procedures, to communicate effectively, and to train others. Experience in natural resources would be a plus to better understand VDOF programs and services.
Ability to work across different program areas and work with different personalities.
