Minimum Qualifications

1. Academic
i. Bachelor’s degree in computer science, management information systems, engineering or related field.

2. Skills and Abilities
i. Must be skilled in Database Developer Tools (SQL Management Studio / TOAD / Access).
ii. Must possess SQL Query Writing and Execution skills.
iii. Must have Web Form Development (HTML / ASP.NET / Java / PHP) skills.
iv. Must have thorough understanding of Relational Database Design and Development (SQL Server / Oracle).
v. Must possess Application Administration (Code Tables / System Admin Settings) and User-Account Management skills.
vi. Must be skilled in Application Form Customization and Publishing.
vii. Must have Report Development skills with experience with standard tools (SSRS / Crystal Reports / Access / Excel).
viii. Must have SaaS / COTS Product Maintenance and Support skills.
ix. Must have strong documentation skills.
x. Must be highly self-motivated and directed.
xi. Must have strong analytical and interpersonal skills.
xii. Must have excellent oral and written communication skills and be able to adapt message to a variety of stakeholders.
xiii. Must have keen attention to details.
xiv. Ability to build partnerships and collaboration between individuals and project teams.
xv. Ability to work in a dynamically changing environment as well as the ability to work effectively while under pressure.
xvi. Ability to effectively prioritize and execute tasks.
xvii. Ability to present ideas and multi-task in an organized and highly efficient manner.

3. Experience
i. 15+ Years of overall IT experience across various phases of Software Development Life Cycle (SDLC) projects.
ii. 10+ Years of Business Analysis and Development of Process Flows experience.
iii. 5+ Years of Database & Application design experience.
iv. 5+ Years of experience in configuring and administering SaaS / COTS products.
v. 2+ Years of experience using SaaS specific screen design utility and word-merge tool and processes.
vi. Experience using SaaS specific reporting tool.
vii. Prior or current project experience with the Agency.
viii. Experience in Data Analysis & Reporting.
ix. Experience in Use Case development.
x. Experience working on Application Architecture.
xi. Experience working on High Availability applications.
xii. Quality Assurance (QA) / Testing experience.
xiii. Experience working and collaborating with vendor and diverse stakeholder groups.
xiv. Experience developing configuration solutions for business functions.

4. Certifications
i. Certification(s) in related fields is desirable.

5. General
i. Office Automation/Productivity Tools: Proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, and Word.
ii. Communication: Team player with excellent verbal and written communication skills; Active Toastmasters strongly preferred.
iii. Experience in Health & Human Services domain is a plus.

SCOPE OF SERVICES
The Configuration Specialist will act as the subject matter expert and performs configuration tasks for the Software as a Service (SaaS) modules of the Client Data Management System (CDMS). The CDMS project is a highly cross-matrixed and medium to high complexity project. The Candidate will need to work across IT and the multiple business teams to accomplish project objectives and help deliver the project on time and within budget.
