SAP Grants/PS Consultant with FI/CO, HR CATS, S4 Hana migration, Master Data Governance, ECC and NetWeaver experience

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• 5 plus years developing feasibility functional and technical reports.
• 5 plus years presenting recommendation reports to Executive Level staff.
• 5 plus years developing level of effort analysis.
• 5 plus years’ SAP Project Systems, Finance, and Grants experience using SAP in a professional environment.
• Understanding of SAP Portal technology.
• Functional knowledge on SAP Grants, Budgeting, Finance, Project Systems.
• Functional knowledge of SAP HR CATS- time allocation system functionality.
• General understanding of accounting processes.
• Knowledge of enterprise-level applications including ERP.
• Deep technical knowledge of the relevant part(s) of the SAP development environment.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• SAP S4 Hana migration experience
• Master Data Governance
• ECC 6.08; NetWeaver 7.50
SCOPE OF THE PROJECT:
Working under the direction of the South Carolina Enterprise Information System (SCEIS) Finance Lead and in partnership with the South Carolina Department of Transportation.
The candidate will provide an extensive feasibility review for the possibility of enhancing the SAP Projects, Grants, and Finance Modules of the SC Enterprise Information System in order to efficiently handle the billing and payment processing of the Federal Highway Administration (FHWA) reimbursement for approved DOT projects. An extensive review of DOT legacy system requirements to support functionality in the SAP SCEIS System and all interfaces along with workflows will need to be accomplished.
In addition to documenting SCDOT’s requirements, this review should also include a peer review of how other state DOT’s using SAP have handled the FHWA billing reimbursement process. It is understood that Louisiana, Colorado, and North Carolina have implemented similar processes and could be used as peer reviews.
ROLE:
• Collaborates with both SCEIS and SCDOT employee to ensure that all requirements are captured along with feasibility crosswalk plans.
• Collaborates with analysts, designers, and system owners at SCEIS to ensure that SAP software/functional programs and applications work as being planned in the feasible documentation.
• Demonstrates a logical and structured approach to time management and task prioritization.
• Demonstrates a high level of communication skills, verbal and written.
Specific Feasibility Documentation and Process Requirements:
• Including but not limited to the documentation of the following key requirements and workflows:
• Project fund distribution by activity, program codes, and matching ratio functionalities.
• Interface with FHWA Fiscal Management Information System.
• Indirect cost rate application.
• Ability for cost distribution based upon direct hours worked to a project.
• Ability to prevent billing of costs incurred prior to the Federal-aid projects as participating and non-participating costs and prevention of billing costs to federal aid funds.
• Classify project expenditures on Federal-aid projects with details.
• Ability of new system (SCEIS-SAP) to maintain integrity of transaction data while in unbilled status, either due to advanced construction usage, or for project cost overruns.
• Advanced construction project handling. (Setup, eligibility date, accrual of eligible accounts receivable, and conversion and billing).
• Federal-aid project ability to process and bill time and labor including burden rate development and application to specific activities.
• Process and bill equipment use and time, including equipment use rate development and application.
• Ability to activate and deactivate a project activity or entire project- turn off transactions during a period of time before a hard close.
• Ability to account for all funding sources throughout a project’s life.
