Skills:
8 Required project Management Experience for large-scale complex projects.
8 Required State of Texas or Similar Federal/State Project Management Experience.
5 Preferred State of Texas Project Delivery Framework Experience preferred.
1 Preferred Knowledge of State of Texas QAT process for major Information Resources project (MIRP) preferred.
1 Preferred PMP (Project Management Professional) Certification preferred.

Description:
The HHSC IT WIC Applications team is looking for a project lead that will be responsible for performing complex IT project lead work for the WIC EBT (Electronic Benefits Transfer) and MIS (Management Information Systems) platforms to transition from an EBT offline system to an EBT online system. This involves reducing the current dependencies on offline vendor functionality, procuring a new EBT online provider, developing an interface between the MIS and the EBT provider and further modernizing functionality once the transition to an EBT online system is complete.

The project lead must be able to implement standard project management industry practices and understands the PMI framework as well as how to establish a project organization and methodology. They must be familiar with Project Delivery Framework and QAT reporting requirements for major Texas Information Resource projects. The successful candidate understands business and technical objectives and works closely with multiple key project business and technical stakeholders as well as third party Vendors.

The project lead will coordinate the activities across multiple projects and be expected to communicate to program customers and IT teams and must develop strong relationships with key decision-makers; coordinate activities between third party vendors and multiple state programs and IT teams; identify dependencies between multiple projects and develops plans to mitigate risks; create project timelines, project tracking documents, and other related project artifacts, as necessary. The lead will need to be able to comprehend and communicate complex technical designs and implementations as well as complex business processes; develop and make presentations as required to leadership and oversight entities (e.g., steering committees, QAT, etc.)
