Duration: 42 months (3.5 years) – 7.5 hrs/day
Job is currently a remote-work position. Employee must be geographically located sufficiently close to Nashville, TN, to allow employee to work in the Nashville office 1-2 days a week if required.

***********Contract Creator ***********
This position is for a Contract Creator. The candidate must be skilled in the creation and modifying of contractual documents. Requires a minimum of four years of increasingly complex and responsible experience relating to contract creation (see below). TDOT IT currently supports 30+ active contracts, with additional contract creation work to be identified. This position will be used to augment existing staff, with the potential for the contracted employee to be hired by TDOT IT.

Job Description/Requirements
Experienced with the generation and administration of government and/or corporate multi-million-dollar multi-year contracts.
Experience in contracting for Information Technology (IT) systems preferred.
Generates competitive solicitations for multi-year contracts using various solicitation methods (e.g., Request for Proposal, Invitation to Bid, etc.).
Generates sole source contracts, as well as the documentation required to support management approval to award a sole source contract.
Research specific markets and industry developments to incorporate into contract specifications.
Gathers and analyzes both internal and external information which are used to develop specifications to support contract generation.
Solves common problems associated with contract management, including data analysis and negotiations.
Conducts ongoing supplier and contract management to ensure supplier and state compliance are in line with contractual obligations.
Acts as a liaison between internal customers, TDOT Procurement, and solution providers in support of contract activities.
Builds and manages business relationships with multiple TDOT divisions (including TDOT Procurement Office), and key suppliers to facilitate effective contract management and sourcing outcomes.
Knowledge of public or private contract management systems (e.g., Oracle, PeopleSoft, or other enterprise procurement systems).
Demonstrated skills in effective oral and written communication, as well as interpersonal skills.
Demonstrated analytical skills.
Detail oriented, organized team player with significant experience analyzing, planning, monitoring and evaluating work to ensure that expectations are exceeded.
Analyze and document business requirements and processes related to public sector service delivery for a single or multiple related State agencies.
Facilitate sessions to gather and document requirements and explore solutions.
Superior negotiating, analytical, group facilitation, and relationship management skills.
Work effectively with all levels of State staff from clerical through agency executive management. This includes skillful interviewing capability.
Possess superior organizational and written/verbal communication skills.
An understanding of current information technology with an ability to conceptualize solutions to business problems in the most effective and cost-efficient manner. (Note: Current information technology in the State’s environment includes: 1) multi-tier (mainframe, departmental/midlevel, and desktop) computing; 2) the use of internet and intranet to facilitate service delivery; 3) electronic data interchange; 4) imaging; 5) data warehousing; and, 6) geographic information systems. The deployment of information technology must be consistent with the State’s architectural framework which is based upon the philosophy that information sharing, data integration and network interoperability is the basis for effective and efficient service delivery to the citizens of Tennessee.)
Must hold a BA/BS degree. Requires a minimum of four years of increasingly complex and responsible experience relating to contract creation.
