5 Education
Bachelor’s degree in Computer Science, Information Systems, or another related technical field, or equivalent work experience.

6 Experience
5+ years as a lead developer. 8+ years of broad experience working with development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, Python, and CSS.
Candidates with resumes reflecting experience converting legacy (DB2, COBOL, CA-GEN, FOCUS, etc.) to modern technology will be given preference.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:
1. Monitor service desk tickets, as well as incoming requests, and resolve issues as assigned.
2. Perform advanced troubleshooting to determine root cause of problems and issues.
3. Identify, analyze, and resolve problems and issues using troubleshooting tools and techniques, coordinating with team members as needed.
4. Research, document, and understand FDOT business processes and technical assets, as well as their inter-relationships.
5. Provide a high level of customer service by providing status and information to the customer.
6. Assist customers with development of business cases.
7. Perform application testing; fully unit test all solutions prior to User Acceptance Testing and implementation.
8. Work as a senior developer on various cross-functional application projects, ensuring that robust and scalable solutions are implemented. Collaborate with other team members and Subject Matter Experts to ensure solutions are implemented according to customer requirements.
9. Responsible for full lifecycle application development. Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency.
10. Initiate, drive, and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported, and delivered to the highest standards; align development initiatives with Department development vision, strategy, and deployment.

4 Scope of Services
Background: As a result of the Department’s efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
· Adoption of the Florida PALM Standardized Business Process Model
· Transition to the Florida PALM Chart of Accounts values
· Replacement of Central, Payroll and Departmental FLAIR functionality
· Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
· Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Tibco Mainframe Focus/WebFocus to lead the effort of updating our numerous Focus assets. Focus has been used copiously by the department to develop reports, interfaces, and applications for the past twenty years. It is important we find a resource capable of analyzing these programs and documenting their specifications.
