Job Description:
The IT Project Manager oversees the implementation and integration of third-party applications as part of Epic EHR Program. The project manager will be responsible for managing multiple Health Information Technology (HIT) projects from multiple IT technology disciplines (i.e. hardware, software, applications development, network infrastructure etc.), and assist with business process reengineering efforts with health administrators, clinicians, and allied health professionals.
Will be accountable for developing, managing and monitoring project schedules assigned, and as it relates to the overall EHR Program Master Schedule. The project manager is responsible for providing additional coordination and communication for their team and reports to the EHR PMO Director.

Management Responsibilities:
Work closely with the EHR Program Director, EHR PMO Director, Application Manager, and other project managers to coordinate project activities.
Ensure coordination and communication between NCDHHS and the Office of the State Chief Information Officer (CIO), Department of Information Technology (DIT), and the DIT/Enterprise Project Management Office (EPMO).
Experience with Health Information Technology (HIT) projects with an emphasis on clinical information systems and healthcare application interoperability.
Must have experience working with Epic EHR System and integrating Third-Party Pharmacy Applications into the EHR. (ex Omnicell, Parata, Surescripts)
Must have experience working with the North Carolina Health Information Exchange Authority (NCHIEA)
Assist the EHR PMO Director and Application Manager with the development of business cases for approval by the Information Technology Board and Governance (ITGB).
Knowledge of PMI standards for project management is required, experience with Waterfall and Agile methodologies preferred.
Develop and maintain project plans according to State and NCDHHS IT Project Management Methodology; must be familiar with Microsoft Project and MS SharePoint
Maintain the scope, schedule, and quality of the project in their specific application areas.
Must have In-depth knowledge of IT project management, IT project budgeting, costing, QA methodologies, processes and standards.
Familiarly with IT procurements and vendor/contract management ensuring contract deliverables are met.
Advise and coach team members by providing guidance on project issues, critical-key success factors of the project, and lessons learned.
Set clear expectations for team members, with proven ability to provide regular day to day planning and organizing the work of others.
Identify and manage issues and risks, assuring appropriate resolution/escalation and mitigation strategies are documented, and status tracked.
Core responsibilities:
Develop project plans and project artifacts.
Assist the business with the development of business cases for governance approval.
Maintain project schedules in the State Project Management System
Maintain project budgets requested by management.
Assist as a stakeholder support liaison for their areas assigned.
Identify and work with the team to troubleshoot issues.
Guide workflow design, system build and test, and analyze other technical issues associated with various vendor applications.
Responsible for building the project schedule to work breakdown structure (WBS) level with project team and vendor participation.
Serve as a liaison between organizational needs, vendor staff, and Epic implementation staff.
Maintain regular communication with Epic and vendor staff representatives, including participating in weekly project team meetings.
Work with Epic representatives, vendor staff, and end users to ensure the system meets the organization’s business needs.
Develop an understanding of operational needs to set the direction for the organization’s workflows.
Participate in the coordinating of training for end users as needed.
Support Epic and third-party vendors with coordination of system and end user testing.
Review the status of projects and issues on an ongoing basis with leadership.
Provide counseling and advising to senior leadership regarding issues and risks, process re-engineering, and technology issues.
Hold weekly communications with project team members to discuss the status of deliverables, shared issues, end‐user concerns, budget, and upcoming milestones.
Develop reports for executive management review, and effectively communicate project status and deliverables to leadership.
Must have strong conflict resolution and management, excellent creative thinking and problem-solving skills, and attention to detail, analytical thinking and organization skills.
Minimum Education and Experience
Bachelor’s degree in computer science or a related IT field, business administration, healthcare administration, project management, or closely related degree from an appropriately accredited institution and seven years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
PMP Certification Preferred.
