Work Experience:
At least five years of experience applying engineering best practices in complex environments.
Passion for using Technology in the Public Interest Technology to improve community programs and initiatives.
Previous work on collaborative cross-functional product teams
Shipping products to end-users frequently and iteratively
Working collaboratively with cross-functional teams across the product delivery lifecycle using modern software development practices such as Agile or Lean
Coaching or teaching others in modern software development practices.
Cloud first / cloud-native technology implementations
Development and consumption of RESTful APIs

TECHNICAL AND FUNCTIONAL COMPETENCIES :
Technical
Skilled with web and mobile technologies and frameworks
Experience with data processes in a Python and Linux ecosystem, including ingest, transformation, and analytics
Experience and familiarity managing and deploying code to cloud computing environments such as

Behavioral Health DevOps Engineering Lead
ABOUT THE BEHAVIORAL HEALTH ADMINISTRATION

Over one million people in Colorado are in need of behavioral health services. Based on the public testimonies from hundreds of people across the State, there are numerous barriers to access to behavioral healthcare. The current systems are described by individuals as having inconsistent quality, cultural disparities, challenging access, poor accountability, unaffordable to many, disconnected, and difficult to navigate. The Colorado Behavioral Health Administration teams are devoted advocates of whole-person health – a concept that is uniquely defined by each person as they navigate their individual lived experiences.

In collaboration with other state agencies, the BHA is accountable for the delivery of all behavioral health services in Colorado. The BHA bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. The BHA will be responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery.

ROLE OVERVIEW
The DevOps Technical Engineering Lead will contribute to a range of projects across the Behavioral Health Administration technology portfolio. These projects range from low-maturity technical environments to established products and platforms. We are looking for an individual committed to a human-centered and data-centric approach to improving public sector technology.

This individual will advocate for modern software engineering practices, create momentum through incremental improvements to software deployment pipelines, and have expertise in several aspects of software development, such as security, DevSecOps, automated testing, performance optimization, and code refactoring, penetration testing, and database management/migration.

This Technical Lead will be working collaboratively in a cross-functional team including skill sets in public policy, public health program SMEs, product management, user-experience design, and data science. This person should be comfortable contributing in a hands-on capacity when needed, as well as consulting and leading others in adopting and improving engineering best practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This is a “hands-on” technical position; You will be doing advising and management as well as hands-on keyboard DevOps work as needed on a regular basis.

Engineering Leadership
Champion modern software practices on topics such as DevSecOps, agile project management, continuous integration/continuous deployment (CI/CD), security, testing, and automation.

Advocate for users with accessibility needs. Champion accessibility to internal and external stakeholders, with knowledge of the best tools and methods to be used when accessibility testing.

Provide clear communication and counsel to a variety of stakeholders, from policymakers to technical subject matter experts.

Build trust with agency partners by doing the work alongside them.

Establish a version one of a process or tool implementation to improve engineering quality to demonstrate best practices.

Evaluate emerging technology proposals, either at the inception policy phase, scoping and strategy phase, or acquisition procurement phase.

Development
Write code, unit tests, scripts based on user stories, in a version-controlled environment.

Pair with junior developers to help them develop clean and accessible code that meets the needs of end-users.

Review pull requests and code from state and vendor developers.

Contribute to open source code bases and represent the state to open source developers on relevant projects.
