Remote Acquia/Drupal Admin (Certified must) with responsive/ADA, PHP/HTML5/Javascript/Bootstrap/Twig, and SQL experience

MINIMUM QUALIFICATIONS TO PROPOSE
To be eligible for contract award, the proposed Consultant’s experience must meet or exceed the following minimum qualifications. The Consultant must have at least:
M1. Three years’ experience with coding and testing PHP;
M2. Three years’ experience with coding and testing HTML;
M3. Three years’ experience with coding and testing Javascript;
M4. Three years’ experience with configuring and managing an Acquia/Drupal CMS;
M5. Three years’ experience with gathering, documenting, and managing functional requirements and developing technical requirements; and
M6. Two years’ experience coding using responsive design.
PREFERRED QUALIFICATION
OSC will give preference to proposers that offer Consultants with the following additional qualifications:
P1. Experience beyond what is required to meet Minimum Qualifications #M1-M6 for this position;
P2. Acquia Certified Developer – Drupal 9 or above;
P3. Experience coding using HTML5, Bootstrap, and Twig;
P4. Experience coding web pages that meet ADA accessibility guidelines; and
P5. Experience working with SQL.
Description:
The New York State Office of the State Comptroller (“OSC”) intends to procure the services of a vendor (the “Contractor”), who will provide OSC with the services of one Acquia/Drupal Software Administrator for staff augmentation (the “Consultant”). The Consultant will provide OSC with technical leadership for the development, configuration, and maintenance of an Acquia/Drupal Content Management System (“CMS”), which is currently in production. OSC is making this procurement pursuant to its discretionary purchasing authority under State Finance Law § 163(6) and is therefore limited to businesses certified pursuant to (a) Article 15-A of the New York State Executive Law, and (b) Article 3 of the New York State Veterans’ Services Law.
STATEMENT OF WORK
The Consultant shall assist OSC with developing, implementing, and maintaining an Acquia/Drupal CMS. Among the Consultant’s duties and responsibilities, the Consultant shall:
1. Configure the agency tenant Acquia/Drupal solution, including data, display, and information architecture;
2. Deliver web solutions, including front-end User Interface (UI) and backend services;
3. Select and implement custom modules as necessary;
4. Work closely with project team members and stakeholders to ensure an effective, visually appealing and intuitive implementation;
5. Maintain and enhance a responsive website that meets Americans with Disabilities Act (ADA) accessibility guidelines;
6. Analyze functional requirements and develop technical requirements;
7. Apply appropriate technology as a solution to the business problem;
8. Assist other team members in the creation of design documents and other related system documentation, and review and approve final technical design;
9. Assign development tasks to team members and assist as needed;
10. Provide CMS coding specifications and standards, and validate code against those standards;
11. Conduct code reviews and recommend changes;
12. Conduct on-the-job training in PHP/CMS implementation for staff;
13. Provide solution evaluation for new features, patches or bug fixes;
14. Provide production maintenance and support, including troubleshooting;
15. Provide knowledge transfer to staff; and
16. Provide post-implementation maintenance and support.
