Required Skills (rank in order of Importance):
-Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques.
-3 years’ experience as an IT Project Manager.
-Experience in working with a defined Software Development Life Cycle (SDLC).
-Ability to understand business processes and adapt their project management approach accordingly.
-Ability to understand and clearly communicate complex projects.
-Experience as an IT Application project manager.
-Experience working as a Business Analyst gathering requirements for system change and submitting them as functional specs.
-Experience with creating test plans and performing quality control user test on system changes.

Preferred Skills (rank in order of Importance):
-Strong working knowledge of Microsoft Project software.
-Employee must develop and maintain knowledge of Agency mission, goals and objectives.

REQUIRED EDUCATION/CERTIFICATIONS:
A bachelor’s degree in the liberal arts, business management, public administration, information
technology, or other related field of study or a min. of 4 years work experience in lieu of degree.
A minimum of three (3) years in project management experience is required.

PREFERRED EDUCATION/CERTIFICATIONS:
Certified Project Management, PMI training or PMP certification.

Five (5) or more years of project management experience is preferred

SCOPE OF THE PROJECT:
Position is assigned with the Office of Administration, Administrative Technology Unit within the Department of Administration. Under limited supervision, manages and coordinates strategic and tactical assignments and project management activities associated with state-wide enterprise and agency -level information technology initiatives with an emphasis on application development. Coordinates project activities, deliverables, and deadlines. Position will meet with customers, study and understand their business needs and gather requirements for projects to hand off to application staff.

DAILY DUTIES / RESPONSIBILITIES:
-Responsible for assembling project plans and teamwork assignments, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately.
-Ensure deadlines and cost targets are met.
-Create and maintain required project documentation.
-Responsible for overall coordination, status reporting and stability of projects.
-Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers.
-Responsible for tracking all project defects and testing. Communicating defects back to the development team.
-Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed.
-At project conclusion, closes out each project in a timely and orderly manner, with documentation of lessons learned and archiving of essential project documentation.
-Ability to meet with customers and understand their business process and needs.
-Ability to gather requirements from the business owner and translate those requirements into functional specs for the developer.
-Ability to collaborate with developer and translate needs back to the business owner.
-Ability to help customers understand and create test plans.
