8+ Experience providing PMO services
3+ Financial management experience including reconciliation, reporting and analysis of financial transactions
3+ Organizational Change Management

Preference given to candidates with the below skills/experience. Must also meet minimum requirements.
Project experience with Unemployment Tax and Benefits applications
Project experience utilizing contracted and client resources
Project experience utilizing IBM Rational Jazz tools including RTC, DNG and ROM
Cross-functional (matrix) management experience
Management experience within a Shared Services Model

JOB DESCRIPTION:
The contractor shall provide the following services:
• Program Management: including the overall management and definition of the process and procedures related to delivery planning, change management, task management, risk management, quality management and financial management
• Program Monitoring: includes the monitoring and reporting on; the performance of members against relevant Consortium agreements, the compliance by both members and service providers to Consortium policies and procedures, and the performance of service providers providing production or development support which impacts multiple members
• Risk Management: includes facilitating the activities of the ReEmployUSA Risk Management Board, risk identification related to member non-performance, and the disposition of risks escalated to the as well as the reporting associated with risk management process
• Change Management: includes facilitating discussions amongst the Change Control board and actions necessary to minimize deviations to the form, structure, technology, and environment of the ReEmployUSA system not related to statutes, laws, and regulations as well as the disposition of changes requests escalated to the CEC and reporting associated with the change request process
• Financial Management: includes facilitating the activities of the Financial Expenditures Board, producing consolidated financial reports for the ReEmployUSA Consortium, as well as recommending to the CEC, and maintaining the cost sharing and allocation procedures for the ReEmployUSA Consortium
• Communications Management: includes defining the framework to support effective communication between stakeholders and facilitating those communications to support the governance of the ReEmployUSA Consortium.
• Procurement Management: includes facilitating, coordinating and cooperating in the negotiation of agreements between members and service providers for products, services and resources utilized by multiple ReEmployUSA Consortium members, as well as creating and reviewing as necessary draft language for bid proposals, agreements, and contracts between members and/or service providers
• Quality Management: includes recommending and obtaining consensus from members on establishing and adopting standards pertaining to the quality of deliverables from service providers and members as well as advising members, based on professional and technical standards and norms, on setting expectations with their stakeholders
• Stakeholder Management: includes building and fostering a working relationship between the PMO, members and service providers to support the ReEmployUSA Consortium’s strategic objectives
• Organizational Change Management: includes providing education to members and service providers on the use of the tools provided by the ReEmployUSA Consortium for the management of projects, planning, quality, risks, requirements, documents, and communications in conformance with ReEmployUSA standards, as well as advising and assisting members in development, planning, and implementation of an organizational change management processes within their organization
• Operations Management: includes defining the framework for how the ReEmployUSA Consortium will conduct development and production support operations in alignment with ReEmployUSA Consortium policies, procedures, and strategic objectives, as well as measuring its adoption by members and providers
• Security Management: includes coordinating with service providers and members on activities to support and maintain the ReEmployUSA system’s compliance with federal, state, and local application, infrastructure, and physical security requirements
• Onboarding and Transition Management: includes defining the framework for States to join the ReEmployUSA Consortium or members to transition from development to production operations and providing assistance as directed by the CEC to facilitate onboarding or transitions within the ReEmployUSA Consortium
• Conflict Management: includes managing the approved ReEmployUSA conflict management process and arbitrating those conflicts authorized by the CEC
