Digital Experience Platform Implementation Project Manager
The Digital Experience Platform Implementation (DXP) Project Manager will lead an IT project that will migrate VDOT’s 26 websites with over 200,000 pages of content from a legacy content management system into a cloud digital experience platform. The selected candidate will be responsible for successfully defining and planning supplier and internal resource tasks, establishing effective, collaborative communications, organizing and motivating diverse project teams throughout all phases of the project under an aggressive timeline, and ultimately for delivering a project that will provide exceptional value to the agency’s internal and external stakeholders.
RESPONSIBILITIES:
Coordinate suppliers, consultants, and VDOT IT, business, and procurement staff as assigned in the execution of the project.
Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
Oversee and manage execution and/or coordination of day-to-day project activities.
Manage working relationships with key stakeholders, including executive management, business management, suppliers, project sponsors, technology management, and all project team members.
Set project goals that are consistent with technical objectives and the agency’s overall technology strategy.
Track and communicate project progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
Collaborate with technology leads to incorporate agency best practices into project plans.
Prepare for and present project information to IT leadership to secure stage gate approvals.
Drive consistent project delivery through the entire project lifecycle, including: execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
Monitor progress by suppliers, and define and measure their progress with metrics.
Develop and maintain the project budget, plans, tasks, schedules, risks, status, and resource allocations.
Collaborate with the project’s business owner and executive sponsor to define, communicate, and execute an effective change management approach within the project scope.
Adhere to VDOT and VITA project management practices and governance requirements.

KNOWLEDGE, SKILLS, AND ABILITIES:
Strong experience in developing, executing, and managing web content projects.
Strong experience with cloud hosted applications.
Strong experience managing a supplier who is the primary project execution and technical resource.
Strong analytical, organizational, and decision-making skills.
Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
Strong verbal and written communication skills with the demonstrated ability to simplify and communicate complex issues to multiple audiences.
Ability to lead others to implement new approaches, systems, structures, and methods.
Ability to define and balance the competing demands for quality, scope, schedule, and cost.
Ability to analyze contract language and develop methods for ensuring a supplier’s contractual obligations are being met.
Solid understanding of software development life cycle models.
Exceptional knowledge of both Agile and Waterfall project management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular project and business environment.
Knowledge of process engineering and re-engineering techniques and practices.
QUALIFICATIONS
Fluency in Project Management tools such as Microsoft Project, Visio, and Office required.
PMP Certification required.
Experience with VITA’s Commonwealth Technology Portfolio (CTP) system is strongly preferred.
Experience with the Commonwealth’s IT procurement process is preferred.
