HHSC’s Chief Information Office has the need of a Procurement Specialist skilled in analyzing and documenting requirements, providing support to a procurement engagement, with emphasis on writing/development of Request for Proposal (RFP) content for large information technology systems and services.
Responsibilities will include:
· Drafting of RFP(s) on an aggressive timeline, to be comprehensive, concise, and compliant with all rules, policies, and guidance.
· Developing comprehensive cost model, pricing workbooks and financial requirements for solicitations
· Developing RFP supporting elements including written content, diagrams, charts, and timelines.
· Researching the history of the prior procurements in order to understand current goals and objectives.
· Facilitation and/or management of the creation of documentation as needed for the scope of procurement projects.
· Creation and maintenance of requirements traceability matrices.
· Creation and maintenance of presentation materials.
· Identification of key business functions and stakeholders to participate in procurement activities.
· Documentation of meeting proceedings and requirements sessions. This includes publication and distribution of meeting minutes, preparation requirements documents, and follow-up on all action items.
· Procurement coordination tasks, including scheduling meetings.
