POSITION SUMMARY
The Contract Services Administrator develops and oversees systems, resources and operations for a department ensuring efficient selection, management and performance of contract service providers that are designed to meet the outsourced needs of the facilities services department. Facilitates the contact and review of contracts and solicitation of vendor goods and services within the Facilities Services Department.
MINIMUM REQUIREMENTS
EDUCATION: Bachelor’s Degree required with major coursework in accounting or a closely related field.
CERTIFICATION/LICENSE: NIGP or ISM certification preferred.
WORK EXPERIENCE: 5 to 7 years procurement experience

ESSENTIAL DUTIES
Researches market sources and vendors to locate and ensure most effective and competitive pricing for the purchase of supplies and services. Assist Procurement Department with solicitation documents and contract renewals.
Researches, prepares, receives and evaluates quotes; recommend the award of project.
Prepares, updates, and maintains the Facilities and Construction Contract log, listing all current contract information. Prepares and maintains all files for quotes, contracts and legal documents.
Consults with Facilities personnel on procurement needs, researches and advises on the best methods of purchasing required goods and services and provides technical assistance.
Communicates and interprets purchasing policies and procedures.
Works with business process owners, specialists and subject matter experts to acquire and keep a current knowledge base of the learning communities, facilities services operations, and pertinent industry standards.
Assists with pre-proposal and post award conferences, and vendor mediation.
Prepares and supervises the routing and processing of legal construction documents and contracts.
Researches and advises Facilities and Construction Management team on applicable federal, state and local laws regulations, policies and procedures.
Prepares informal quotes and disburse the completed bids among firms that included within various commodity pools. Write and prepare major solicitations such as Request for Proposals, Invitation to Bid and Request for Information.
Negotiates and monitors fulfillment of contractual obligations.
Maintain master contract log.
Monitor vendor performance.
Maintain relationship with contracted, facilities related vendors/firms.
Prepare and disburse architectural contracts.
Prepare and disburse construction contracts.
Oversee and administer the cell phone program at Facilities.
Conduct site visits.
Prepare bid tabulations for approval.
Prepare contract renewals.
Review and execute contracts within delegated authority.
Prepare board agenda items.
Recommend the award for various services.
Maintain formal and informal solicitation records.
Oversee post award activities.
Prepare documents for submission to the Georgia Department of Education to receive reimbursements.
