NCDIT – HCM Program Director/Consultant
The State is pursuing an HR Digital Transformation initiative to transition from multiple disparate systems to a more modern, integrated solution. The objectives of the HR Digital Transformation project are to procure and implement a system that will enhance the capabilities provided in the current solutions (Cornerstone on Demand – Learning Management and Performance Management, PeopleAdmin – Position Description Management, NeoGov – Recruitment/Applicant Tracking, SAP – HR components in the on-premise solution, such as Organization Management, Personnel Administration, Time, Benefits, and Reporting).
The candidate will supervise the work of a contract Project Manager, who will assist in completing the duties and deliverables described below. Candidates are welcome to apply for this requisition, and/or the Project Manager requisition.
The candidate will be responsible for the development of short and long-term strategies that will serve as roadmaps for the planning, the evaluation and purchase of the state’s new HR solution. The candidate will be tasked with creating a high-level purchase strategy, ERP HR solution evaluation and scoring protocols based on industry best practices and assist in the establishment of the HR Digital Transformation Program Office.
The selected candidate must possess proven ERP HR consultation experience, guiding enterprise clients toward the purchase of ERP HR solutions that meet needs across large, complex organizations. Government experience highly desired. The candidate must be able to quickly ascertain the client’s needs based on capabilities, then develop detailed strategies clearly outlining the required steps, and project timelines necessary to achieve the desired outcomes. The candidate will also be responsible for the creation of large, complex reports for OSHR executive management and state legislative offices/personnel, adhering to strict timelines for completion.
Duties include but are not limited to all the following tasks and/or outcomes:
• lead the effort to establish the HR Digital Transformation program office
• lead the drafting of the business case for the project
• facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies
• design a comprehensive strategy and identify objectives to achieve an overall successful outcome,
• design a change communication strategy and serve as a champion for the project
• ensure the development of realistic project timelines necessary to achieve the desired outcomes
• ensure the project is in scope, on-time and within budget,
• identify procurement and purchasing strategies, needs, plans and justifications
• successful and cost-effective vendor management and negotiations,
• determination of appropriate staffing resources for the project and deployment of resources,
• recommend operations and maintenance resource staffing levels,
• centralized, consistent goals and direction for the core project team,
• assist with effective project change management processes
• milestones and deliverables are identified, achieved, accurate and in line with the project plan,
• ensure project status is regularly, accurately and timely communicated,
• solution proposal and resolution of complex issues,
• ensure issues and risks are identified early, escalated and resolved,
• ensure customer and stakeholder needs and expectations are fulfilled,
• ensure the solution meets requirements, regulations, specifications and fulfills its intended purpose,
• ensure continuous monitoring and evaluation from inception to completion, and
• enable appropriate functional, technical, and programmatic assessments throughout all phases of the project
