Mandatory Experience, Qualifications and Additional Certifications:
Required Qualifications
-Five years of experience managing Information Technology (IT) projects, AND
-At least one project was a replacement or implementation of a commercial off-the-shelf (COTS)/software as a service (SaaS) solution, AND
-At least one project budget of at least $2 million.
Desirable Qualifications
-A Bachelor’s degree in computer science, business administration, or closely related field.
-Seven years of consultative, administrative, or supervisory experience in IT analysis, or troubleshooting/problem resolution experience, or analyzing and designing, IT solutions.
-Five years of experience successfully managing a range of IT business-solution (midsize to larger) projects with an above-average level of complexity.
-Two years of experience administering or supervising staff who performed work in the IT project management discipline. Familiarity with and demonstrated understanding of establishing and managing IT Project Management office operations.
-Project experience with Washington’s OCIO IT Investment Approval and Oversight/Gated Funding Oversight process and the Office of Financial Management’s IT Investment Pool Funding process.
Position Overview
The Office of the Chief Information Officer (OCIO) mandated the procurement of a ‘right skilled’ project manager due to the size of the investment, duration, and severity of risk involved in this project. This procurement is to acquire a part-time Project Manager (PM)/Organizational Change Manager to replace the existing WDFW Enforcement Program Records Management System (RMS) and Computer-Aided Dispatch (CAD) system. Critical to the success of the Police RMS and CAD Replacement Project, this position reports directly to the Business Sponsor and provides direction and coaching to the Deputy Project Manager and Project Team. It is anticipated that the position may work up to 80 hours per month.
Deliverables
-Review and update the project’s Investment Plan and Technology Budget as needed, to include the approach to work, schedule, and budget.
-Create a detailed work breakdown structure.
-Create an integrated resource loaded schedule.
-Identify and document measurable project performance indicators and completion criteria.
-Identify, review, and document at a high level, the core business processes, workflows, integration points, desired efficiencies, and forms for automation in the new system using tools such as Lean Six Sigma’s DMAIC model.
-Review and update the project’s Organizational Change Management (OCM) Plan.
-Additional documentation that the PM will produce/update or help produce/update
