Remote: It is expected that day-to-day communications and updates can occur remotely. There will be key activities, such as project kick-off, go-live, or other key project activities for which DVR will require in person participation.
Client is looking for someone to lead Organizational Change Management efforts. This could be the PM or another staff resource.
We have one scored value for Vocational Rehabilitation program management experience for the PM candidate, but it is not equired experience. If the candidate does not have that experience score will be reduced for that skill.
The OCIO is the Office of the Chief Information Officer for the State of Washington. In the case of this ITPS Work Request, "Experience in state government IT projects under OCIO oversight", means experience managing a project for which the OCIO has provided oversight. This is an important part of success for this project and remains a requirement.
Minimum Requirements include:

ii. Project Management Certification (PMP) through PMI

i. At least 5 years’ experience managing technology projects
ii. At least 5 years’ Project Management experience
iii. Experience managing database migration processes.

The contractor will review documents with Project sponsor and leadership for discussion and input. Upon agreement of all parties, documents will be approved by DSHS.
Purpose.
This competitive solicitation is issued in order to assist the Division of Vocational Rehabilitation (DVR), Department of Social and Health Services (DSHS) in seeking a qualified contractor to provide the Division with expert level project management and personnel who will provide overall project leadership, coordinate project tasks, and oversee implementation of a case management and financial system.
Scope of Work.
The objective of this contract is to provide consultation and project management related to the implementation of DVR’s case management system, to include leading change management efforts. The project will include project management for the implementation of an Electronic Content Management System that will be integrated with DVR’s case management system. The Consultant will be responsible to:
(1) Develop and manage a Project Plan.
(2) Develop and manage a Project Schedule.
(3) Assist with informing and supporting the decisions of the Executive Steering Committee;
(4) Identify and assist in preparing documents necessary to meet DSHS IT project requirements and OCIO requirements.
(5) Facilitate software activities to the scope and timeline of DVR’s software development or acquisition agreement.
(6) Facilitate the Change Order process with DVR’s Business Sponsor and the selected software vendor.
(7) Provide management oversight of the Project Budget. Provide updates on the Project Budget to the Director, Business Sponsor, and/or Steering Committee on an agreed-upon schedule.
(8) Identify project risks and mitigation strategies; track the action plans and resolutions associated with those strategies.
(9) Assist with securing and working with an External Quality Assurance (QA) contractor and implementing recommendations approved by the DVR Business Sponsor.
(10) Lead change management efforts related to the project, including developing a strategy and roadmap that includes staff engagement and communication.
o Identify internal teams/networks and resources to support the change and providing coaching and management of change efforts.
o Establish metrics for measuring and reporting milestones and adoption
o Development of a training plan.
