Required Knowledge, Skills & Abilities (KSAs):
• 8+ years’ experience with Oracle databases, possessing the capability to develop DML and DDL statements to produce very complex queries and PL/SQL database objects, including both DML and DDL
• 5+ years’ experience developing PHP applications leveraging MVC frameworks, preferably CodeIgniter
• 5+ years’ experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
• Experience with financial analysis, including the ability to apply complex accounting principles, a working knowledge of accounting processes, procedures and internal controls
• Experience using code repositories, preferably Git
• Experience using continuous integration tools, preferably Jenkins
• Knowledge of relational database designs
• Knowledge of object-oriented design methodologies
• Knowledge of Information Systems Development Methodology (ISDM)
• Experience with database query tools (i.e., TOAD, SQL Developer, SQL Navigator)
• Knowledge of database security, including role-based security
• Knowledge and experience with Unified Modeling Language (UML)
• Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems
• Ability to establish and maintain effective working relationships with others
• Ability to work independently
• Ability to determine work priorities and ensure proper completion of work assignments

This position will be working with FDEP technical and program area staff to help with analysis, design, communication, facilitation, and code remediation, towards integrating in-house applications with the statewide PALM (Planning, Account, and Ledger Management) solution. “The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida’s current accounting and cash management systems with an integrated, enterprise financial management solution (FMS) that will allow the State to organize, define, and standardize its financial management processes.
Education: Bachelor’s Degree in Computer Science, Information Systems or other
Information Technology major, or equivalent work experience.
Required Tasks to be Performed:
• Work with software developers, business analysts, data analysts, and other technical and non-technical subject-matter experts to coordinate and facilitate work.
• Work with various technical teams (DBAs, Middle Tier, Network Administrators, Enterprise Development Architects, PMO, etc.) to assist in resolving issues/barriers with applications.
• Adhere to the DEP project management methodology, standards, policies and procedures, as well as those technical standards and policies relevant to assigned tasks.
• Demonstrate strong relationship and interpersonal skills in working with technical and program area staff. Develop strong and collaborative relationships with customers to achieve positive project outcomes.
• Assist in the business process redesign efforts, as needed.
• Assist in the preparation and documentation of program requirements and specifications, as needed.
• Writing, translating and coding software programs and applications per specifications.
• Assisting in the development and maintenance of user manuals and guidelines.
• Working with network administrators, systems analysts and software engineers to assist in resolving problems with software products or company software systems.
• Provide guidance and/or instruction to junior staff members.
