This position has responsibility as the lead Programmer analyst, Oracle Database Administrator, Unix
System Admin and Web server administrator for LEO and E & T Workforce Development Data and
Performance Reporting IT systems – One Stop Management Information System (OSMIS) and Michigan
Adult Education Reporting System (MAERS).
This position provides ongoing production support, evaluates possible solutions, develops alternative
solutions, recommends technical modifications, and designs, develops, and maintains the
OSMIS/MAERS systems. This position is a lead Programmer analyst, Oracle Database Administrator,
System Admin and web server administrator maintains/enhances WDA critical software systems and
services supporting 16 Michigan Works service centers across State of Michigan. Software systems
interfaces with 13 external agency systems – Dept. of Treasury, DHHS-Bridges, TIA-Talent Connect,
DHHS-Data Warehouse, Education CEPI, Michigan Labor Marketing Information, Unemployment
Insurance Agency – Michigan Integrated Data Automated System, Census.gov, Dept. of Labor and Dept.
of Education. System components include 500 tables, 113 batch jobs, 800 web pages.
LEO E & T systems database contains job seekers training, education data. This position will support High
Availability application databases for LEO by using special Database tools and utilities. The responsibility
of this position requires a thorough knowledge Oracle database environment Unix architecture. This
position will provide technical expertise in Oracle database administration to the database team,
application development teams, data architects and business data stewards. This role is the specialist in
implementation strategies and installation planning of Oracle Services communications software,
distributed database configuration, and Oracle networking.
This position will manage Oracle networking client installs, configurations and ongoing support for all
application servers (Windows/Linux platforms), working closely with the Server and OA teams. This role
will lead research on patches/upgrades, identification of, troubleshooting and resolving Oracle DB
network connectivity issues.
Plans and designs the database hosting architecture in compliance with State standards, strategic
direction, and the system business requirements. Design and provide technical leadership for the
management of the physical structure of development and production databases providing acceptable
performance.
Responsible for the development, documentation, and enforcement of database models, designs and
management, access controls.
Oversee the creation and validation of the physical database (tables, columns, indexes, partitions, table
spaces, triggers, constraints, stored procedures, etc.); initial setup of all database instance and schema
parameters; server and file system setup; space allocation; working with data warehouse staff on
writing and maintaining scripts that transfer transactional data to the warehouse; etc.
Provide technical leadership for the development and organization of the databases.
Provide authoritative consultation and direction to developers and junior DBAs to writings, debugging
and maintaining Oracle SQL and PL-SQL Stored Procedures, Packages and Functions.
Provide technical leadership for software installations, upgrades, patches, and configuration changes of
relational database management systems. Planning and determining impacts for scheduling changes in
the operations of the database management systems.
Serve as an expert in designing and identifying effective use of shell scripting as it relates to database
administration and overseeing its implementation. Mentor DBA’s, Unix, and Web server system
administrator with lesser experience on web server, database related issues.
