Technical Mandatory Minimum Requirements
Minimum seven (7) years of configuration and administration experience with Integrity Server and Alpha Servers running OpenVMS 8.3 and 8.4 in a multi-node cluster environment. At least three (3) years of experience must be since August 1, 2013;
Minimum seven (7) years of experience with DCL scripting;
Minimum seven (7) years of experience with OpenVMS system administration including installing and configuring OpenVMS TCP/IP services, security policies, and system policies. At least three (3) years of that experience must be since August 1, 2013;
Minimum five (5) years of experience supporting PMDF Internet mail gateway version 6.5 or newer on an OpenVMS Integrity Server Platform. At least two (2) years of that experience must be since August 1, 2013;
Minimum three (3) years of experience installing, configuring, and utilizing PERL in an OpenVMS environment;
Experience supporting and maintaining an OpenVMS environment for a user base of at least 5,000 users; and
Defined experience installing, configuring, and administering HP OpenVMS 8.4 on Integrity Servers.

Functional Job Duties
A. Proposer or their proposed Consultant must utilize their knowledge, skills, and expertise to maintain the integrity of the OpenVMS environment while at the same time, insuring all patches, upgrades, and fixes are applied in a timely and undisruptive manner.
B. Proposer or their proposed Consultant must utilize their specialized skills and experience and knowledge of multiple email platforms and protocols to maintain appropriate mail routes necessary to bridge the OPWDD’s system infrastructure technologies between the OpenVMS, Unix, and exchange email system. The workload also includes necessary enhancements to insure secure email practices and system security in regard to Agency and CSCIC (Cyber Security and Critical Infrastructure Coordination) requirements. This requires an expert understanding of the OpenVMS and the incorporation of the PMDF Internet Messaging used to bridge the OPWDD’s messaging infrastructure.
C. Proposer or their proposed Consultant must maintain and administer an OpenVMS Integrity Server Cluster that supports the OPWDD enterprise applications with Secure File Share utilizing CIFS. This requires an expert understanding of OpenVMS System Administration and security protocols to insure continued and secured accessibility.
D. Proposer or their proposed Consultant will provide collection of user access data for daily usage reporting and account management from various OpenVMS Systems, LDAP Servers, Active Directory Servers utilizing Microsoft SQL server, Microsoft Visual Basic .NET, OpenVMS DCL procedures, and COFS file services.

Project Management Job Duties
Create project plans, schedule and conduct meetings as necessary.
Create documentation to detail what is changing, why, and how it will affect the customer.
Knowledge Transfer and Training Job Duties
Participate in weekly Change Management meetings.
Present any changes and/or the outcomes of changes as previously reported. Allow input and discussion regarding the change(s) with other team members or other units that may be affected.
Support Job Duties
Technical Support and Help Desk Services
Provide Level 1, Level 2 and Level 3 support to other units in regard to shared functionality within the
OpenVMS environment and peripheral systems
Work with Manufacture support when needed to troubleshoot the system(s) or when tuning is needed
Maintenance Job Duties
Perform regularly scheduled maintenance as required. Research patches and upgrades and determine if applicable and apply when applicable. This work must be done as part of the Change Request Process outlined in Section 6.1.45.
Service Level Job Duties
The OpenVMS environment houses mission critical applications for the agency. Maximum up-time is essential and all efforts to accomplish this are required. The OPWDD is a 24x7x365 environment; and as such, minimum impact to the user base is necessary and required.
If a vulnerability is detected within the system, the Contractor must within 10 days provide a plan of corrective action to OPWDD outlining how the vulnerability will be addressed, the timeframes for taking corrective actions to remediate the vulnerability and then implementing the approved plan of corrective action. If not met, OPWDD will collect service level credit as outlined in Section 6.1.47.2.
