This position is Project Manager/Lead Business Analyst working as a member and leader of the Department of the Secretary of State (DSOS) SOSKB Modernization team.
This is not a remote work assignment. Candidates applying for this position will be expected to work from physical locations at 2 South Salisbury St and/or 4701 Atlantic Avenue, Raleigh, NC.
Project Manager Responsibilities include the following:
The primary responsibility of this position is part-time project manager serving as an on-site participating member and leader of the Department of the Secretary of State (DSOS) SOSKB Modernization team. This position is responsible for the SOSKB Modernization Project planning and project management to include determining the project’s scope as well as the development of cost and schedule estimates. Candidate must be familiar with a MS-SQL and .NET CORE programming environment. The project manager is responsible for moderately complex IT project management work. This work involves the ability to plan and direct the work of a cross-functional team of project related staff and coordinating IT project management activities in order to be efficient, effective, and provide reliable services. Projects will involve multiple technology disciplines (i.e. hardware, software, applications development, network infrastructure, etc.) and significant business process reengineering efforts. Detailed project status will be reported to the Deputy Secretary for I.T. to provide adequate visibility into actual project progress so that senior management can take effective actions when the project’s performance deviates significantly from the project’s plan. This involves tracking and reviewing project accomplishments and results at weekly status meetings against documented estimates, commitments, and plans, and (1) adjusting these plans based on the actual accomplishments and results and/or (2) escalating issues such that plans can be firmed up and schedules maintained or expectations, plans, and schedules adjusted accordingly.
Lead Business Analyst Responsibilities include the following:
As time permits, the secondary responsibility of this position is part-time lead business analyst, serving as an on-site participating member of the Department of the Secretary of State (DSOS) SOSKB Modernization team, responsible for leading overall project planning, requirements gathering, design, and support business analysts assigned to the in-house SOSKB Modernization Project. This is accomplished by meeting with and working with other project business analysts, executive management, business representatives and DSOS user staff to identify and document system upgrade requirements, provide technical documentation to IT applications development staff, and identify opportunities to improve application functionality and users’ satisfaction.
Specific duties include:
• Serving primarily as part-time project manager as needed (about 50%) and lead business analyst (about 50%) for the rest of the time;
• Project manager responsibilities include SOSKB Modernization Project planning, reporting, evaluating, escalating issues to senior management, periodic reporting to the State Chief Information Officer’s Project Portfolio Management Office to meet reporting requirements., and then fulfilling the duties of a Lead Business Analyst during the rest of the worktime;
• Analyzing business requirements and project justifications for IT modernization initiatives, including managing and tracking project deliverables and providing financial and performance management functions using benchmarks, metrics, and standard project management reporting to ensure project success;
• Supporting the DSOS Modernization Project through the analysis and development of processes, procedures, templates or other documentation as required by objective-based tasks aligned with the DSOS and IT missions and visions;
• Gathering requirements by interviewing and working with employees, managers, and customers to understand and identify unmet business needs, define and refine workflows, reengineer and automate processes to make them more efficient, streamlined, and/or user friendly;
• Collaborating and coordinating with IT team members to develop and propose appropriate plans and solutions;
• Developing and documenting software requirements and business rules;
• Assisting in developing high-level and detail functional design specifications;
• Defining system inputs and outputs, designing user screens, developing program specifications, developing and documenting system documentation;
• Reviewing and presenting software prototypes with the developers and end users to identify, review, and clarify modifications and improvements;
• Assisting in developing overall user interface standards for the look-and-feel of the application ensuring consistency and ease-of-use;
• Entering software application defects and enhancement requests into the department’s SOSKB HelpDesk tracking system;
• Working with application users, and technical staff in identifying and determining the root cause of errors in the system applications developed;
• Executing test plans and checking for expected results and report issues and bugs into the SOSKB HelpDesk tracking system;
• Leading multiple medium size, complex projects involving multiple staff across functional areas;
• Building project plans to work breakdown structures (WBS) with team participation;
• Working with Agile Project Management Methodologies;
• Working knowledge of Vendor Management and ensuring contract deliverables are met;
• Providing regular day-to-day planning, organizing, and directing for the work of others;
• Well versed in Microsoft development environment, including MS-SQL and .NET CORE;
• Applying Project Management best practices;
• Providing project management leadership on complex projects and facilitating team involvement in resolving difficult technical issues;
• Providing project-related risk management, resource management, development of workarounds, and budget and financial management; and
• Providing consultation to the project team, sponsors, and other stakeholders on the strategies for moving projects forward.
The SOSKB is a mature/integrated system that provides business services to employees and customers of DSOS. It is a feature rich integrated system developed in-house providing document scanning, indexing, bar-coding, OCR, automated workflow, automated and manual redacting, image storing and retrieval, cash management, and Web services. KB5 is the agency system modernization project to bring the system up to modern cybersecurity and coding standards using C# and .NET CORE.

Minimum Education and Experience Requirements:
Bachelor’s degree in Business Administration, Computer Science or any related field from an appropriately accredited institution and one year of experience in business consultation, process improvement or requirement gathering in an information technology environment
