Onsite .Net Developer with C#, Web API, SQL Server, MVC, NuGet, Git, React, Entity, Crystal reports, TFS/VS Team Services, build/release, Web Services, agile and healthcare experience

PURPOSE:
This Scope of Work is for Web Application Developer to assist in development of new and existing functionalities using Microsoft Net Core, C Sharp (C#) Web API programming and SQL Server for the Florida Department of Health Division of Disease Control and Health Protection’s Data Integration team (Department). Contractor will provide these services to the Department.

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1. Five years of experience with object-oriented development techniques and Microsoft .Net Core, Model view-controller (MVC), NuGet, Git, React, and Entity Framework.
5.2. Five years of experience with Crystal reports to meet user-defined requirements.
5.3. Five years of experience Web application server system administration, monitoring, troubleshooting, and performance tuning.
5.4. Three years of experience with Source Control systems such as Visual Studio Team Services or Team Foundation Server.
5.5. Five years of experience in change management best practices, serving in a code promotion role partnership with development
5.6. Three years of experience with software build and release management methodologies.
5.7. Three years of experience with Three years of experience with build pipelines, rel
5.8. Three years of experience with build pipelines, release and deployment pipelines
5.9. Three years of experience with development of Web Application program interfaces (API) or Web Services to implement real time interfaces.
5.10. Three years of experience in healthcare IT domain using Agile Scrum framework.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Develop and deliver code to perform system functions as defined in use requirements daily as assigned by the Department.
6.1.2. Test application code daily as assigned by the Department.
6.1.3. Perform testing on system changes to meet user-defined requirements daily as directed by the Department.
6.1.4. Facilitate user acceptance testing (UAT) with the business program staff daily as assigned by the Department.
6.1.5. Produce work estimates to implement user-defined requirements and system changes daily as assigned by the Department.
6.1.6. Design model objects (tables, views, indexes) daily as assigned by the Department.
6.1.7. Develop ad-hoc queries on MSSQL Databases daily as assigned by the Department.
6.1.8. Develop new DB objects in Transact-SQL (T-SQL) in support of programming daily as assigned by the Department.
6.1.9. Manage production promotion foe ad-hoc SQL daily as assigned by the Department
6.1.10. Add and update tasks to Product Backlog items and complete task daily as assigned by the Department.
6.1.11. Provide change tickets to implement system changes daily as assigned by the Department.
6.1.12. Provide change management in a cod promotion role in partnership with development team daily as assigned by the Department.
6.1.13. Provide analytical services on systems to implement user-defined requirements daily as assigned by the Department
6.1.14. Participate in backlog grooming, spring planning, retrospective and review meetings as assigned by the Department.
6.1.15. Provide support during off hours, holidays, and weekend.
6.1.16. Develop and document code per Division development standards daily as assigned by the Department.
6.1.17. Work with Division resources to standardize collection and storage of Department’s Division of Disease Control and Health Protection (DCHP) shared date daily as requested by the Department.
6.1.18. In collaboration with Department’s DCHP information technology teams; design, develop, and code based on business requirements for the DC HP Master Person Index (MPI) project as part of the overall strategic effort for integration and interoperability of its systems and software daily as requested by the Department.
