SCOPE OF THE PROJECT:
SCDMV EMPLOYS A MULTI-TIERED ARCHITECTURE IN ITS CORE BUSINESS SYSTEMS. THE BUSINESS APPLICATION TIER UTILIZES MICROFOCUS VISUAL COBOL RUNNING UNDER IIS ON MS WINDOWS 2022 SERVERS. THIS ASSIGNMENT WILL SUPPORT DEVELOPMENT OF NEW COBOL BUSINESS FUNCTIONS AND TROUBLESHOOTING, MODIFICATION, AND ENHANCEMENT OF EXISTING COBOL FUNCTIONS IN THIS ENVIRONMENT WITHIN THE EXISTING SCDMV APPLICATION FRAMEWORK.
PROJECTS WILL INCLUDE BUSINESS LOGIC SUPPORTING ON-LINE SYSTEMS, BATCH PROGRAMMING, DATA EXTRACTION, AND REPORTS RELATED TO SCDMV DRIVER SERVICES INVOLVING SCDMV CREDENTIAL PROCESSING (DRIVER LICENSE, ID CARDS), COMMERCIAL DRIVER REQUIREMENTS, SUPPENSIONS, VIOLATIONS, FINANCIAL RESPONSIBILITY, FINANCIAL TRANSACTION AND OTHER FUNCTIONS DIRECTED BY SC STATE DMV LAW AND REGULATIONS FOUND IN SC CRIMINAL AND MOTOR VEHICLE LAW PART 56. THE CANDIDATE WILL WORK 1 ON 1 WITH THE SC DRIVER SERVICES BUSINESS ANALYSTS AND MUST HAVE A WORKING KNOWNLEDGE OF SC LAW AROUND DRIVER LICENSING LAW.
CANDIDATE WILL ALSO BE INVOLVED WITH SCDMV FINANCIAL PROCESSING FUNCTIONS AND WITH SOME ASPECTS OF VEHICLE REGISTRATION AND TITLING.
THIS ENGINEER WILL WORK CLOSELY AND WILL BE INVOLVED WITH BOTH THE UI TIERS WHICH ARE MS .NET APPLICATIONS (VB.NET, C#.NET) AND THE ORACLE DATABASE TIER.
PRODUCTION TROUBLE SHOOTING SUPPORT WILL BE EXPECTED SO PRODUCTION SUPPORT EXPERIENCE IS REQUIRED. THIS CONTRACTOR WILL BE EXPECTED TO WORK WITH MINIMAL SUPERVISION, WILL BE IN DIRECT CONTACT WITH BUSINESS AREA SPECIALISTS, DEVELOP TECHNICAL APPROACHES AND DESIGNS, CODE, TEST, AND SUPPORT THESE FUNCTIONS.
ORAL AND WRITTEN COMMUNICATIONS SKILLS MUST BE EXCELLENT.

DAILY DUTIES / RESPONSIBILITIES:
1. ANALYZE THE SCDMV PHOENIX II, WEB SERVICE, AND BATCH BUSINESS APPLICATIONS
2. TAKE THE LEAD IN
a. ANALYZING AND TROUBLE-SHOOTING ASSIGNED SYSTEM PROBLEMS
b. ANALYZING NEW REQUIREMENTS AND REGULATIONS
3. PROPOSE SOLUTIONS AND DEVELOP TECHNICAL SPECIFICATIONS IN RESPONSE TO BUSINESS REQUIREMENTS
4. CODE, TEST, PROMOTE, AND INTERACT WITH IMPACTED USERS ENSURING THAT SOLUTION MEETS REQUIREMENTS.
5. PROVIDE DAILY AND WEEKLY STATUS TO THE DEVELOPMENT MANAGER.
