Onsite/Local .Net Developer (15+) with RUP, Web API, React, Redux, TestTrack, DevOps, C#, Git, responsive design, Crystal reports, visualization, Lab Ware, HL7, JAD/JAR, SSO, Merlin/PRISM experience

Location: Tallahassee, FL (DOH)
Duration: 16 Months

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and
experience:
5.1. Five years of demonstrated experience with development of use cases using the Rational Unified
Process TM in group sessions.
5.2. Five years of demonstrated experience with the development of web-based applications using .NET and
.NET Core
5.3. Five years of demonstrated experience with object-oriented design.
5.4. Five years of demonstrated experience with the design and implementation of medical software.
5.5. Three years demonstrated experience with the conversion of applications written in .NET to .NET Core
and using technologies, such as Web API, React, and Redux.
5.6. Five years of demonstrated experience using TestTrack TM and/or DevOps.
5.7. Five years of demonstrated experience developing software ensuring information security and patient
confidentiality.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Monthly, document the object-oriented design for each software release as directed by the
Department.
6.1.2. Monthly, validate design for each software release as directed by the Department.
6.1.3. Monthly, develop C# components following industry standar.ds from system use cases for each
software release as directed by the Department. Code is documented in Git repository.
6.1.4. Weekly, write C# code following industry standards to support the .NET Core Merlin
modernization for responsive design, converting additional core base pages to mobile friendly
ones as directed by the Department. Code is documented in Git repository.
6.1.5. Weekly, develop components following cloud-based design industry standards to support Phase
I Azure design and conversion as directed by the Department. Code is documented in Git
repository.
6.1.6. Monthly, write C# code for all the DevOps items included in each version release. Code is
documented in Git repository and cross-referenced to DevOps items as directed by the
Department.
6.1.7. Monthly, generate all operationally needed summaries of disease cases, outbreaks and events
as directed by the Department. Operational needs will be determined by the Department of
Health and communicated in writing to the contractor.
6.1.8. Monthly, write code following industry standards to complete Phase Il Merlin conversion of
Crystal reports to improved data visualization displays and interactive data dashboards as
directed by the Department. Code is documented Git repository.
6.1.9. Monthly, write C# code following industry standards to complete modification to support
emerging disease needs (e.g. COVID-19) and other reportable disease field survey data collection
activities as directed by the Department. Code is documented in Git repository.
6.1.10. Weekly, troubleshoot systems failures by receiving critical feedback from the Bureau of
Epidemiology Surveillance Systems team members and the Florida Department of Health Division
of IT as directed by the Department.
6.1.11. Weekly, write code utilizing system design documentation as it pertains to COVID-19 and other
reportable diseases enhancements necessary to support case management, submission of data
CDC, and interfacing with the Bureau of Public Health Laboratories laboratory information
management system (Lab Ware) as directed by the Department.
6.1.12. Monthly, write code to produce files that support the transition messaging of reportable disease
data to the CDC via CDC-specified HL7 formats per CDC Message Mapping Guides: (as the CDC
makes them available) in collaboration with Division of Disease Control and Health Protection
(DCHP) as directed by the Department.
6.1.13. Information technology teams; design, develop, and code based on business requirements for
the DCHP Master Person Index project as part of the overall Strategic effort for integration and
interoperability of its systems and software as directed by the Department. Work with Division
resources to standardize collection and storage of DCHP shared data.
6.1.14. In collaboration with DCHP information technology teams; standardized collection and storage
of DCHP shared data in accordance with DCHP standards (i.e. shared profiles, laboratory, and
provider tables) as directed by the Department.
6.1.15. Develop database resources, as gathered during JAR (Joint Application Requirements) and/or JAD
(Joint Application Design) sessions, for the creation of a seamless single sign-on interface
between Merlin and PRISM as assigned as directed by the Department.
