QUALIFICATIONS AND EXPERIENCE:

5.1.Surveillance Systems Related Experience:
5.1.1. One year of experience working in infectious disease surveillance and surveillance
systems in the last five years.
5.1.2. One year of experience working with electronic medical records using the Health Level 7
(HL7) messaging standard.
5.1.3. One year of experience working with hospital medical records and records management
systems.
5.1.4. Microsoft Office Experience.
5.1.4.1. One year of experience with a statistical analysis software package such
as R, SAS, or SPSS in the last five years.
5.1.4.2. One year of experience with a statistical analysis software package such as R, SAS,
or SPSS in the last five years.
5.1.4.3. One year of experience performing SQL queries and utilizing SAS to organize
information into reports and interpret findings.
5.1.5. Education
5.1.5.1. Completion of one graduate level biostatistics course.
5.1.5.2. Completion of two graduate level public health courses.
5.1.5.3. Two years of experience in the last five years working with the Microsoft Office
Suite; including Microsoft Word, Excel, Access, Publisher, Outlook and PowerPoint.
5.1.5.4. Statistical Analysis Related Experience
RESPONSIBILITIES:
6.1 SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Conduct daily data quality review for ELRs that are received for diseases and conditions for
sexually transmitted diseases (STDs), HIV, and any other applicable communicable disease
as directed by the Department.
6.1.2. Serve as a liaison between the Bureau of Epidemiology and Bureau of Communicable
Diseases for ELR issues.
6.1.3. Ensure that daily quality and field-level completeness review of data stored in the ELR
database is in accordance with the industry and HL7 translation standards, as directed by
the Department.
6.1.4. Participate in meetings, as needed, with Bureau of Communicable Disease staff to
document business requirements and system deficiencies, as directed by the Department.
6.1.5. At the direction of the Department, assist with onboarding of facilities for ELR.
6.1.6. Respond daily (in writing or via phone consultation) to inquiries received through the ELR
assistance mailbox, as directed by theDepartment.
6.1.7. Provide consultation (in writing or via phone) to ELR data providers (hospitals and
laboratories) regarding HL7 data submission standards and the Department’s ELR
submission requirements, as directed by the Department.
6.1.8. Participate in weekly ELR meetings to document errors found and consult with the technical
team on a resolution, as directed by theDepartment.
6.1.9. Weekly, review and maintain tickets assigned in the DevOps ticketing environment to
ensure tickets are updated and relevant information is included.
6.1.10. Update the spreadsheet and distribution list weekly with contact information for ELR data
providers, as directed by theDepartment.
6.1.11. Assist in data collection and analysis daily for disaster response, as directed by the
Department.
6.1.12. Monthly, and at the direction of the Department, attend national ELR calls or trainings,
quarterly grantee calls, and other relevant national calls or trainings related to the
implementation ofELR.
6.1.13. Attend meetings to develop business requirements for the DCHP overall strategic effort
for integration and interoperability of its systems and software, as directed by the
Department.
