Onsite/Local Govt PowerApps Developer (PL-400/PL-200) with Power Automate/BI, Dataverse, Copilot Studio, canvas/model-driven apps, MS 365, APIs, Automation/AI, Security/Compliance, FedRAMP/NIST, SQL Server, DLP and Azure experience
Location: Columbia, SC (DES)
Duration: 12 Months
Work Location: Onsite – 3 months fully onsite. Potential for hybrid after 3 months based on DES discretion.
Candidate Location: Candidate MUST be a SC resident. No relocation allowed.
Must Have/Required Skills
• 3+ years’ experience with government IT projects.
• 3+ years of Power Platform development (Power Apps, Power Automate, Power BI, Dataverse, and Copilot Studio), including building complex canvas and model-driven apps.
• 3+ years’ experience designing responsive and user-friendly interfaces.
• 3+ years’ experience connecting Power Platform apps and flows to SQL Server.
Preferred/Nice to Have Skills
• Microsoft Certified: Power Platform Developer Associate (PL-400)
• Microsoft Certified: Power Platform Functional Consultant Associate (PL-200) – Preferred
• Experience embedding Power BI dashboards into Power Apps.
• Understand data loss prevention (DLP) policies.
Additional/ Soft Skills:
• Strong problem-solving and analytical skills.
• Ability to create clear, detailed, and comprehensive documentation for technical and operational procedures.
• Must have experience managing security roles and permissions and handling data securely and efficiently.
Key Responsibilities/Job Purpose:
The Systems Software Programmer – Advanced builds and supports solutions using Microsoft’s Power Platform tools—Power Apps, Power Automate, Power BI, Dataverse, and Copilot Studio. This role helps the agency modernize legacy applications, processes, automate workflows, and build secure, compliant applications and dashboards.
Build and Support Solutions
• Create apps, workflows, chatbots, and dashboards using the Power Platform.
• Design Power BI reports and dashboards to support data-driven decisions.
• Use Dataverse to model and manage data.
• Integrate with Microsoft 365, Azure, APIs, and other systems.
Automation & AI
• Build automated processes with Power Automate.
• Develop Copilot Studio agents to support agency needs.
Security & Compliance
• Follow GCC and agency security rules.
• Work with admins on DLP policies, access controls, and environment setup.
• Ensure solutions follow FedRAMP and NIST requirements.
Collaboration & Leadership
• Work with Office of Technology (OT) and business users to design solutions.
• Provide guidance and best practices for staff.
• Document work clearly and support deployments.
Position Details:
Act 60 of 2023 required the restructure and transfer of programs, services, duties, and authority of the Department of Health and Environmental Control (DHEC) into the Department of Public Health (DPH) or the Department of Environmental Services (SCDES). As such, SCDES’s Office of Technology is migrating all systems out of the DHEC environment (now maintained by DPH) and into the SCDES environment. SCDES has 1200+ employees using 100+ applications. These applications are intended to be maintained and supported by 50+ Office of Technology staff and numerous vendors.
SCDES servers need to be established and prepared to host applications at the Department of Administration’s Division of Technology Operations (DTO) state data center and in the commercial cloud. These applications have many dependencies on other systems, some of these dependencies will migrate however some will remain in the DHEC environment. The Systems Software Programmer-Advanced position will support application migration and modernization.
