CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess, at minimum, the following qualifications, and
experience:
5.1. Project Manager, 1 Team Leader:
5.1.1. At least 4 years’ experience providing Emergency Management services.
5.1.2. At least 4 years’ experience providing disaster services to Federal, State and Local
Governments.
5.1.3. At least 7 years’ experience developing policies and procedures.
5.1.4. At least 7 years’ experience managing communications with external partners.
6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1 The Project Manager, 1 Team Leader shall be responsible for providing Emergency
Management services to all Emergency Medical Services (EMS) agencies throughout the State
as directed by the Department.
6.1.2 The Project Manager, 1 Team Leader shall review all deliverables and invoices for compliance
with the criteria and payment schedule provided for in Purchase Orders and contracts
associated with successfully managing multiple federal funding streams for advanced
resuscitation training of EMS personnel as directed by the Department.
6.1.3 The Project Manager, 1 Team Leader shall provide recommendations for the payment of all
invoices before their transmission to the Department of Financial Services for payment
associated with successfully managing multiple federal funding streams for advanced
resuscitation training of EMS personnel as directed by the Department.
6.1.4 The Project Manager, 1 Team Leader shall maintain a schedule of payments and total amounts
disbursed and shall periodically reconcile the records with the state’s official accounting records
as associated with successfully managing multiple federal funding streams for advanced
resuscitation training of EMS personnel directed by the Department.
6.1.5 The Project Manager, 1 Team Leader and the contract manager may periodically visit the
physical location where the services are delivered and speak directly to the staff responsible for
delivering the services associated with successfully managing multiple federal funding streams
for advanced resuscitation training of EMS personnel as directed by the Department.
6.1.6 The Project Manager, 1 Team Leader shall meet at least once a month directly with the
Contract and Grant Manager and maintain records of such meetings associated with
successfully managing multiple federal funding streams for advanced resuscitation training of
EMS personnel as directed by the Department.
6.1.7 The Project Manager, 1 Team Leader shall create an excel spreadsheet report of any differences
between the required performance measures and the actual performance measures of the
contract associated with successfully managing multiple federal funding streams for advanced
resuscitation training of EMS personnel as directed by the Department.
6.1.8 The Project Manager, 1 Team Leader will oversee Division of Emergency Preparedness
Community Support grant management reporting and compliance associated with successfully
managing multiple federal funding streams for advanced resuscitation training of EMS
personnel as directed by the Department.
6.1.9 Conduct additional activities as directed by the Department.
6.1.10 DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all
Department data security procedures and policies in the performance of this scope of work as
specified in the Data Security and Confidentiality document attached to the purchase order.
