Onsite/Local Govt .Net Developer/Architect (15+) with C#, MVC, JQuery, SQL Server, Oracle, MS Azure, Waterfall/Agile, SharePoint experience

Location: Tallahassee, FL (DOS)
Duration: 12 Months

5.2.1 Required Qualifications:
• 5 to 7 years of IT work experience with demonstrated knowledge in architecture design, software development, database management systems and systems integration in multi-platform environments.
• Knowledge of and experience with State of Florida information technology standards and processes.
• Proficient with Microsoft C#.Net, MVC, JQuery, and Responsive Design.
• Proficient with Microsoft SQL Server.
• Experience with Oracle.
• Experience with Microsoft Azure.
• Experience with Visual Studio 2012 and later.
• Experience using HTML.
• Proficient with Test Driven Development and Unit Testing methodology.
• Experience working in a Waterfall and/or Agile development environment.
• Strong communication and validation skills.
• Experience with IT systems and processes, methodologies and their direct implementation to projects.
• Experience with defining Web architectures and design for enterprise
• Experience working on multiple projects as a project leader or frequently as the subject matter expert.
• Goals-oriented proactive team player with the demonstrated ability to multi-task and prioritize in a fast-paced professional environment.
• Excellent oral and written communication skills; able to garner support from a wide variety of stakeholders.
• Critical thinker with excellent problem-solving skills that can make independent decisions within area of responsibility and expertise.

5.2.2 Preferred Qualifications:
• Experience with Microsoft Word, Excel, and Visio.
• Knowledge of PowerPoint and SharePoint.
• Experience with Team Foundation Server

5.2.3 Tasks
At a minimum, the Consultant(s) shall perform the following tasks:
• Follow DOS IT processes and coordinate with other DOS IT staff to ensure compliance with DOS standards.
• Gather business requirements and translating them into Internet/Web architecture to achieve business objectives.
• Ensure the proposed systems are fully compatible and integrated with current software programs, hardware and fully functional in relation to existing operating environments within the Department and to the greatest extent possible with the external users and business partners outside of the Department.
• Translate business requirements into Internet/Web architecture to achieve business objectives.
• Analyzes assigned specifications, planning, design, and developing solutions.
• Utilizing appropriate Internet/Intranet/Extranet architecture processes supporting a wide range of content.
• Design and develop prototypes.
• Develop System Design Deliverables.
• Develop Application Systems Deliverables.
• Implementation Deliverables.
• Oversee and participate in code reviews.
• Produce detailed accounting of hours worked tasks.
• Participate in daily stand-ups.

Section 4 Scope of Work
The Vendor’s employee (hereinafter “Consultant”) shall perform the following under Contract in the completion of the project:
4.1 Follow Department IT processes and coordinate with other Department IT staff to ensure compliance with Department standards.
4.2 Participate in the analysis of the current system(s) to gain an understanding of inputs and outputs.
4.3 Participates in all phases of the development and implementation process and may act as a project manager on special projects.
4.4 Establish and manage a formalized solution architect for software application development projects.
4.5 Provide appropriate documentation for object design decisions, estimating assumptions, applets, and performance metrics.
4.6 Analyzes assigned specifications, planning, designing, and developing solutions, utilizing appropriate Internet/Intranet/Extranet architecture processes supporting a wide range of content.
4.7 Participate in the analysis of the current system to gain an understanding of the inputs and outputs.
4.8 Direct and mentor junior developer team members.
4.9 Attend and participate in all project related meetings and assuring meeting notes are produced and distributed, as necessary.
4.10 Correspond (verbally and in writing) with project team and internal stakeholders regarding project activities, deliverables, and status.
4.11 Oversee code reviews.
4.12 Server as senior subject matter expert.
4.13 Recommend best practices in solution architecture and Web/Internet development.
4.14 This project does not require travel outside of Tallahassee, Florida.

Section 5 Tasks
5.1 Services Provided by the Department
To assist in the successful delivery of services, the Department will provide the following:
5.1.1 Workspace, network access and a computer workstation.
5.1.2 Direction and approval for completion of tasks and deliverables, including timeframes, shall be provided and overseen by the Department’s designated Contract Manager and/or Program Manager.
5.1.3 Department’s designated Contract Manager and/or Program Manager will be responsible for the approval of all tasks, activities and deliverables.
