Onsite/Local Data Architect/PM (MCDBA/Azure Admin/CompTIA A+/Data+/Server+) with PL/SQL, T-SQL, P-SQL and SQL Server/Oracle experience
Location: Tallahassee, FL (BDIS)
Duration: 9 Months
Section 4 Scope of Work
The Vendor’s employee (hereinafter “Consultant”) shall perform the following under Contract
in the completion of the project:
4.1 Follow Department IT processes and coordinate with other Department IT staff to
ensure compliance with Department standards.
4.2 Participate in the analysis of current system(s) to gain an understanding of
inputs and outputs.
4.3 Participates in all phases of the development and implementation process and may
act as a project manager on special projects.
4.4 Establish and manage a formalized solution architect for data development and
maintenance projects.
4.5 Provide appropriate documentation for object design decisions, estimating
assumptions, applets, and performance metrics.
4.6 Analyzes assigned specifications, planning, designing, and developing solutions,
utilizing appropriate Internet/Intranet/Extranet architecture processes supporting a
wide range of content.
4.7 Participate in the analysis of the current system to gain an understanding of the
inputs and outputs.
4.8 Attend and participate in all project related meetings and assuring meeting
notes are produced and distributed, as necessary.
4.9 Correspond (verbally and in writing) with project team and internal
stakeholders regarding project activities, deliverables, and status.
4.10 Server as senior subject matter expert.
4.11 Recommend best practices in solution architecture.
4.12 This project does not require travel outside of Tallahassee, Florida.
Section 5 Tasks
5.1 Services Provided by the Department
To assist in the successful delivery of services, the Department will provide the following:
5.1.1 Workspace, network access and a computer workstation.
5.1.2 Direction and approval for completion of tasks and deliverables,
including timeframes, shall be provided and overseen by the
Department’s designated Contract Manager and/or Program
Manager.
5.1.3 Department’s designated Contract Manager and/or Program
Manager will be responsible for the approval of all tasks, activities
and deliverables.
5.2.1 Required Qualifications:
• 2 to 4 years of IT work experience with demonstrated knowledge in
architecture design, software development, database management systems
and systems integration in multi-platform environments.
• Advanced knowledge of data analysis techniques, database structures, and
database theories.
• Knowledge of and experience with State of Florida information technology
standards and processes.
• Proficient with Microsoft SQL Server.
• Experience with Oracle.
• Strong communication and validation skills.
• Experience with IT systems and processes, methodologies and their direct
implementation to projects.
• Experience working on multiple projects as a project leader or frequently as
the subject matter expert.
• Goals-oriented proactive team player with the demonstrated ability to multi task and prioritize in a fast-paced professional environment.
• Excellent oral and written communication skills; able to garner support from a
wide variety of stakeholders.
• Critical thinker with excellent problem-solving skills that can make
independent decisions within area of responsibility and expertise.
5.1.2 Preferred Qualifications:
• Certification in one or more of the following: Oracle Certified Professional.
Microsoft Certified DBA, Microsoft Azure Administration, CompTIA A+,
CompTIA Data+, CompTIA Server+.
• Experience with PL/SQL, T-SQL, P-SQL and MS SQL
5.1.3 Tasks
At a minimum, the Consultant(s) shall perform the following tasks:
• Follow DOS IT processes and coordinate with other DOS IT staff to ensure
compliance with DOS standards.
• Create queries and accurately interpret multiple data sets; write shell scripts to
automate repetitive tasks in order to streamline workflow; analyze and develop
PL/SQL packages and execute T-SQL and P-SQL queries; analyze business
procedures and recommend specific types of data to improve processes.
• Develop conceptual and logical data models, data collection systems, data
analytics and other strategies to optimize statistical efficiency; provide Office of
Elections Crime and Security (OECS) staff with data resources from election
related databases needed for case intake, investigation and management;
transform specialized data into formatted reports.
• Proposes and implements failover strategies. Performs database patches.
Performs database upgrades and implements new features. Schedules the
monitoring of successful database back-ups. Performs database restores as
required.
• Responsible for conducting low level monitoring, access control, and
performance of OECS databases; overall solution configuration; database and
related systems architecture, availability planning, including Disaster Recovery;
monitor all database environments for capacity, integrity, and efficiency.
• Performs database tuning as needed to address performance issues; conducts
proactive maintenance. Responsible for analysis and query execution plans
and index utilization. Assists in the development of new applications, including
system design, creation of tables, and setting performance metrics. Implement
database schema modifications as required.
• Maintain change logs for all database configuration updates and changes for
all database servers. Maintain change logs for user accounts and ensure
security standards are implemented.
