REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• 8 years or more in project management.
• 3 years or more of leadership experience in project management.
• Demonstrated experience developing and maintaining master project schedules with multiple workstreams.
• Demonstrated experience with MS Project/Project Web Application (PWA) and Sharepoint.
• Demonstrated experience developing implementation and monitoring plans for complex projects.
• Superb written and oral communications skills, including the ability to write requirements and Use Cases.
• Ability to effectively communicate to executive management, line management, project management, and team members.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Prior experience with government or public benefit programs is preferred. The highest weight will be given to experience with South Carolina State Government or Centers for Medicaid and Medicare Services.
• PMP certification is preferred. Will accept comparable years of experience as substitution for PMP certification.

Daily Duties/Responsibilities:
Specific duties include, but are not limited to:
• Responsible for overall coordination, implementation, and documentation of the Community Engagement Waiver portfolio.
• Project Manager will work with the other assigned project managers and business leads to develop and maintain a series of individual project plans and schedules for each sub-project in the CEW portfolio, as well as a consolidated master project/schedule that identifies cross-project dependencies, milestones, and completion dates for all phases of the CEW program.
• Project Manager will collaborate with other assigned project managers to develop and submit weekly status reports for all projects in the CEW portfolio, and regularly report on the overall progress and risk profile of the portfolio.
• Project Manager will coordinate with key stakeholders across the Agency to create and maintain all Centers for Medicare and Medicaid Services (CMS) compliance documentation for the CEW portfolio, including (but not necessarily limited to) the implementation plan, the monitoring protocol, and quarterly reports. Contractor will use CMS or SCDHHS-designated templates for each document type.
• Project Manager will develop and implement a series of analyses and reports that SCDHHS will use to coordinate tasks, activities, milestones, and deliverables among all project teams contributing to the CEW program.
• Project Manager will collaborate with key stakeholders to ensure that Organizational Change Management (OCM) deliverables are incorporated into the project plans as appropriate. SCDHHS will use these deliverables to prepare agency staff for planned changes to information systems and operational processes based on the completion of CEW projects.
• Project Manager will conduct an initial risk and issue mitigation analyses for each project in the CEW portfolio, conducted at each project initiation and updated at each project major milestone.
• Project Manager will create a weekly portfolio update on SCDHHS designated centralized repository, including master schedule updates based on data from all workstreams; consolidation of data elements from other reports and sources detailing risks, issues, key decisions, action items; and any back-up documentation.
• Other project-related duties.
