Project Description
The Department of Health Care Policy and Financing (The Department) has developed Medical Assistance Performance (MAP) Dashboards as part of the Medical Assistance Performance Management Program within Oversight and Accountability. The current MAP Dashboards and program are being piloted using Microsoft Excel. To increase usability, readability, and to align with the Colorado Department of Human Services (CDHS) Performance Management Program, the Department is moving the MAP Dashboards into Tableau.
The Department is seeking a contractor to support this work to increase the amount of work completed in a condensed project timeline and to provide expertise in Tableau best practices.

Statement of Work (SOW)
This SOW describes the scope of the Department of Health Care Policy and Financing’s (HCPF’s) development and implementation of the Medical Assistance Performance (MAP) dashboards in Tableau (Solution). The purpose of the SOW is to provide an overall structure and schedule for delivery of the system as it relates to development, implementation, training, and all other services required to provide the solution.

The Candidate will develop the MAP Dashboards on collaboration with the Department’s Eligibility Data Analyst as follows:

Upon execution of the contract, the Candidate shall provide a Continuity of Operations to the Department explaining how the Candidate will ensure operations of the work outlined in the SOW will continue in emergency situations that may impede regular operations and ability to complete the work.
The Candidate shall develop a total of four MAP Dashboards to be linked to existing data. The MAP Dashboards to be created include, but are not limited to:
Applications MAP Dashboard
Renewals MAP Dashboard
Case Maintenance MAP Dashboard
Accuracy MAP Dashboard
The Candidate shall develop the MAP Dashboards based on the sample template provided by the Department and shall meet the minimum requirements outlined in this SOW and the template provided.
The Candidate shall conduct quality improvement and assurance activities through the development of the solution and at the direction of the Department on the deliverables completed.
The Candidate shall provide insights into Tableau best practices for data connection, visualization, ease of use, and aesthetics to the Department and the Eligibility Data Analyst.
The Candidate shall develop MAP Dashboard documentation that outlines the functionality, how the Tableau Dashboards are connected to the data, and all steps taken in their development for ongoing use and maintenance by the Department. This documentation shall include the Tableau insights described above.
The Candidate shall test the MAP Dashboards with the Project Lead, the Eligibility Data Analyst, and any other stakeholders identified by the Department.
During testing, the Department will conduct quality checks of the deliverables.
The Candidate shall correct any deliverable defects identified by the Department prior to the Department’s acceptance of any deliverable or solution.
The Candidate shall train the Project Lead, the Eligibility Data Analyst, and any other stakeholders identified by the Department on usability as an end user.
The Candidate shall train the Eligibility Data Analyst on dashboard maintenance, best practice, and usability.
The Candidate shall develop a transition plan to validate and verify use and connectivity of the MAP Dashboards for the Department SMEs, specifically the Eligibility Data Analyst. Upon User Testing and Acceptance the Candidate shall implement the transition plan to move the MAP Dashboards into operation.
