The Worker(s) will report to the Project Manager II, MMIS Transition Team – Medicaid Modernization Technology, Medicaid CHIP Systems.
The Worker(s) will perform business analyst functions for the Medicaid Enterprise Systems (MES) from a program perspective, ensuring the Claims Administration, Business Operations, and Applications and Maintenance vendors work together for the successful implementation of the modernized Medicaid Management Information System (MMIS). These positions will review, analyze and evaluate the vendor solutions and user needs of the Business Operations and Claims Administration Procurements. Workers will provide a programmatic view of the overall health of the transition including preparing solution options, risk identification, and financial analyses such as cost/benefit, return on investment, etc. Worker(s) will assist and facilitate gap analyses, deliverable reviews and other transition related efforts/meetings and will work closely with all Medicaid / CHIP Program Areas, HHSC IT, the Project Managers, the Program Portfolio Manager, the Director, vendors and other project related stakeholders. The BAs may report to leadership and governance committees on status across the transition projects.
This will be a key role in ensuring the success of the MES Modernization transition.
The Business Analyst will be responsible for :
· Maintenance and tracking of integrated MES project timelines.
· Developing supporting transition elements including written content, diagrams, charts, and timelines.
· Assist with facilitating and documenting requirements, gap analysis, reviews and testing from stakeholders.
· Analyzing business and technical requirements to ensure the proper RFP scope is obtained and executed.
· Researching the history of the prior procurements in order to understand current goals and objectives.
· Communicating across divisions (i.e. IT SMEs, internal team, applicable program areas, Procurement and Contract Services) and at various levels of the HHSC as it relates to successful transition and implementation of all service takeovers.
· Communicating status of program initiatives to HHS leadership, including executive steering committees.
· Other duties as assigned.
